Book excerpt: Economic, environmental and security considerations have hastened the need for diversification of energy resources. While oil remains a comparatively inexpensive form of energy and enjoys great demand – and which is therefore more strategically and economically important to the majority of countries worldwide than any other energy source – its future as a major and essential source of world energy remains uncertain in light of the decline of strategic reserves and the adverse effects of fossil fuels on the climate and environmental security. This is particularly significant given the limited application of other energy resources, which are unlikely to be sufficient in meeting increasing demand stemming from population growth, ongoing urban expansion and ever-higher rates of economic and social development. It is hard to escape the conclusion that the international competition for sources of energy will be more severe and frenzied in the years ahead, and that the military dimensions of this competition will become more pronounced. These trends are likely to gain momentum so long as the worldwide demand for imported petroleum continues to grow and the supply of exportable oil fails to expand proportionately. Under these circumstances, it becomes essential to accelerate the development of alternative sources of energy and to increase the efficiency of oil-powered systems, thereby reducing the need for imports. As much as is possible, these efforts should be undertaken in a cooperative manner, so as to reduce the risk of unintended conflict over contested sources of energy. The ECSSR 16th Annual Energy Conference, The Oil Era: Emerging Challenges, held at the Center on November 8–10, 2010, and the resultant papers contained in this volume, provide a professional, academic investigation of the challenges that lie ahead for the oil age. The Stone Age has never ended. It is still with us to this very minute in the form of the stones we continue to use to build houses, bridges and monuments. What has ended is only an aspect of the Stone Age, namely tool making from stone, which has been substituted for practicability by bronze and metal tool making with the advent of metalworking, namely, smelting of Bronze and Iron. The same logic applies to oil. There could never be a post-oil era throughout the 21st century and far beyond because it is very doubtful that an alternative as versatile and practicable as oil, particularly in transport, could totally replace oil in the next 100 years and beyond. What will change is some aspects of the multi-uses of oil in transport, electricity generation and water desalination which will eventually be mostly powered by solar energy. However, oil will continue to be used extensively in the global petrochemical industry and other industries and outlets from pharmaceuticals to plastics, aviation and computers to agriculture and also in transport in most of the developing countries. Oil will continue to reign supreme throughout the 21st century and far beyond.

A risk-based approach calls for urgent preparation for the post-oil era by diversifying exports and transforming the prevailing growth model. We outline the principles of industrial policy to achieve this objective based on the experience of the Asian Miracles and propose a sketch of the strategy required to transform these principles into practice. The key component of the strategy is to select sectors along two dimensions—proximity to the current production structure or capabilities set and a timeframe for results to materialize. The three strategies—snail crawl, leapfrogging, and moonshots—determine how far from the current production structure the selected sectors are. These sectors need to show results both in the short run to jumpstart growth and ensure policy continuity—“quick wins”—and the long run to create a new growth model—“transformative gains.” We argue that the strategy should focus on supporting the exports of sophisticated sectors in both manufacturing and services while capitalizing on complex tasks and activities in existing industries but should leave non-sophisticated sectors such as tourism and non-tradable services to the private sector.
