Book excerpt: Excerpt from Cecilius Calvert: Second Baron of Baltimore and First Propreitary of Maryland The teachers of every county should maintain an organization, and this can best be done through the plan of the County Teachers Association. Here teachers meet for interchange of views, to get better acquainted, to learn conditions in various sections of the county, to give the county superintendent an opportunity of coming in contact with his coworkers, and to give to the teachers themselves a chance to discuss ways and means for their own betterment professionally and financially. Whatever recognition the General Assembly has given our teachers in the matter of increased salaries has been brought about, to a very large extent, by teachers organizations. In our school system, the county is the unit, and the county association is naturally the unit in teaching organizations. If your county does not already have one, begin at once to organize. Let one-half of the meeting days be on Saturdays, and the other on school days. A New State Normal School Building is now the most urgent need of our school system. Present facilities are inadequate, and our fair State is lagging far in the rear in normal school facilities, when compared with other states. We want new buildings, located outside of Baltimore city, for our Maryland State Normal School. We want comfortable dormitory buildings, where our students may live and get proper supervision. We want the State to increase its appropriation, so that it will be possible for those who are going to give back to the State, their services as teachers, to get their education at a nominal cost, which will be within the reach of any or all who have the desire and aptitude to become teachers. The teachers, through their county associations, can help mould sentiment, and thereby make it possible to have the next Legislature make the necessary appropriations for new buildings and maintenance. The graduates of the Maryland State Normal School should take the lead in this movement. The Rural Schools still outnumber all others. It will be many decades, perhaps, before the one-teacher school becomes a memory. The large consolidated rural school is an excellent thing for contemplation, but with a few exceptions our large schools are to be town schools for many years to come. We want to improve the character of the rural school, both in th-e matter of buildings and grounds, and the instruction which is given within its walls. The school boards ought to spend more money in the construction of the school house in the first place. There is no economy, but rather waste, of public funds, to limit the cost of a school house to four or five hundred dollars, and get something unattractive in appearance, too small for forty pupils, unsanitary in its arrangement, and poorly adapted to its intended uses; where two or three times that amount will provide an adequate and attractive building, which will be an ornament to the community, and a proper abode for children for six hours of the day.
