Why was there no effort on the part of inter-organizational networks, well-coordinated in the nuclear village, to prevent the risks from turning into a disaster? This book answers these questions by formulating the concept of "structural disaster" afresh. First, the book presents the path-dependent development of structural disaster through a sociological reformulation of path-dependent mechanisms not only in the context of nuclear energy but also in the context of renewable energy. Secondly, it traces the origins of structural disaster to a secret accident involving standardized military technology immediately before World War II, and opportunistic utilization of the Great Kanto Earthquake of 1923, thus reconstructing the development of structural disaster within a long-term historical perspective. Maintaining distance from conflicts of interest and cultural essentialisms, this book highlights configurations and mechanisms of structural disasters that are far more persistent, more universal, but less visible, and that have turned risk into suffering. The book seeks to cast light on an important new horizon of the science-technology-society interface in the sociology of science and technology, science and technology studies, the sociology of disaster, the social history of the military-industrial-university complex, and beyond.

They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. In addition, public anxiety regarding the treatment and disposal of high-level radioactive wastes that require long-term control is growing. The Japanese policy on the back-end of the nuclear fuel cycle is still unpredictable in the aftermath of the accident. Therefore, research and development for enhancing the safety of various processes involved in nuclear energy production are being actively pursued worldwide. In particular, nuclear transmutation technology has been drawing significant attention after the accident. This publication is timely with the following highlights: 1) Development of accelerator-driven systems (ADSs), which is a brand-new reactor concept for transmutation of highly radioactive wastes; 2) Nuclear reactor systems from the point of view of the nuclear fuel cycle. How to reduce nuclear wastes or how to treat them including the debris from TEPCO’s Fukushima nuclear power stations is discussed; and 3) Environmental radioactivity, radioactive waste treatment and geological disposal policy. State-of-the-art technologies for overall back-end issues of the nuclear fuel cycle as well as the technologies of transmutation are presented here. The chapter authors are actively involved in the development of ADSs and transmutation-related technologies. The future of the back-end issues in Japan is very uncertain after the accident at the Fukushima Daiichi NPP and this book provides an opportunity for readers to consider the future direction of those issues.

The book provides a broad and nuanced picture of the varied literary responses to this ongoing tragedy, focusing on “serious fiction” (junbungaku), the one area of Japanese cultural production that has consistently addressed the disaster and its aftermath. Examining short stories and novels by both new and established writers, author Rachel DiNitto effectively captures this literary tide and names it after the nuclear accident that turned a natural disaster into an environmental and political catastrophe. The book takes a spatial approach to a new literary landscape, tracing Fukushima fiction thematically from depictions of the local experience of victims on the ground, through the regional and national conceptualizations of the disaster, to considerations of the disaster as history, and last to the global concerns common to nuclear incidents worldwide. Throughout, DiNitto shows how fiction writers played an important role in turning the disaster into a narrative of trauma that speaks to a broad readership within and outside Japan.
