Book excerpt: The second half of the twentieth century has witnessed several waves of democratization in Europe, the Americas, and in other regions of the world, such as South East Asia. Although for the most part these democratic regimes are no longer haunted by the prospect of a return to authoritarianism, severe economic and social problems have posed serious challenges, creating a situation where change is often achieved through alternating periods of consolidation and crisis. Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion. Although clearly focusing on Southern Europe, the author's findings are extremely relevant for understanding the politics of several other regions, including Eastern Europe, Latin America, and South East Asia.

Voices to intervene have been raised and quick connections to the massacres in Rwanda in 1994 are made. The fact that the Sudanese people have been suffering from almost 40 years of intermitted civil war seems to play at best an inferior role. Despite the neglect by a vast majority of the public the southern regions are just recovering from devastating civil war and peace is still fragile. The transition to a democratic system is far from being realized, droughts have increased nutrition problems in the South and the revenues from economic growth are distributed very unevenly. In addition to these problems, neighbouring states are either dictatorships with rivalling interests, in a period of uncertain transition or former stable states such as Chad and Kenya which are tumbling towards domestically crisis. Nevertheless to understand the aims of the opposing actors and how these conflicts were able to develop it is necessary to have a close look on Sudan's recent past. This is a narrow undertaking and leaves important elements of local government reform for future analysis. The study's primary foci are examining the factors that influence city-county consolidation, considering the impact of city-county consolidation on local government spending, and estimating the potential savings that could result from the scale economies and efficiency gains from consolidating local government units. While other regions of the United States are considered in this study, but the analysis focuses primarily on the Midwest where population declines and changes in the employment base and state policies (such as property tax caps in Indiana) have had dramatic effects on the fiscal viability of local governments. The current economic climate, along with policy changes related to property tax restructuring in many states, has led to substantial reductions in local governments' budgets. As a result, many local governments are in crisis and are considering some level of consolidation. Statistical methods and data on consolidation referendum attempts in the United States since 1970 are used to test whether governments that have consolidated (i.e., voters approved the consolidation referendum) had higher spending prior to their consolidation (as measured by local government employment rates, payrolls, and expenditures) compared to the average local government in the state. The effects of city-county consolidation are explored; using consolidation referendum data, the impact of consolidation on local government employment rates, payrolls, and expenditures is examined. The influence of consolidation on economic development is also investigated with some interesting results. The study also used two methods to estimate the savings from government consolidation and presents aggregate models to examine the potential savings from economies of scale and efficiency improvements. The book also helpfully provides a helpful discussion of the economies of scale and efficiency for several functional areas, including police and fire protection, sewerage, solid waste, public welfare, administration, health, education, and libraries.
