Book excerpt: Public school districts across the nation are increasingly impacted by significant budget cuts and competition-based educational reforms, and their communities are experiencing the effects of globalization and mobility. This ethnographic study traces the influence of shifting demographics, educational policy, and economic change on a rural school-community relationship and explores the role of the school district in economic and community development. While many scholars have argued that rural schools are complicit in the decline of rural communities, my research reveals that rural schools operate within the push-and-pull of global economics, national cultural discourses, and state education policies. This qualitative study utilizes participant observation, interviews, and document analysis to provide an in-depth look at how the political economy shapes the "on-the-ground" realities of rural schools and communities. The dominant discourse of choice as a mechanism for providing equity conceals the differential outcomes for rural schools and communities who compete in global economic markets, and increasingly, in educational markets. This research project illustrates how the universal logic of choice is taken up in Forest Lake but may not produce the same results as it does in more populous and urban environments. In addition, neoliberal management, a state educational marketplace, and competition-oriented teacher labor policies destabilize existing institutional relations in the school and put pressure on traditional school-community networks and supports. This research also questions the normative assumption that school-community relations primarily serve to improve student educational achievement, and instead advocates for a more holistic understanding of schools as key components of community health and well-being. While many scholars have argued that rural schooling functions as either a talent-extraction industry or as a reproducer of workers for low-wage industry, my research suggests that rural schools can be better understood as dynamic institutions, responding to local needs and the global economy. This dynamism is reflected as well in the entwined fate of rural communities with their schools. Therefore, this dissertation asserts that community development and educational policy and practice are best informed when in conversation with each other, particularly when resources for both are scarce. Overall, this study makes an empirical contribution to our understanding of school-community relations as well as provides a methodological addition to the growing body of research on the intersection of place, equity, and education.
