Book Synopsis Benchmarking and Self-Assessment for Parliaments by : Mitchell O'Brien
Download or read book Benchmarking and Self-Assessment for Parliaments written by Mitchell O'Brien and published by World Bank Publications. This book was released on 2016-03-28 with total page 325 pages. Available in PDF, EPUB and Kindle. Book excerpt: With international focus on good governance and parliamentary effectiveness, a standards-based approach involving benchmarks and assessment frameworks has emerged to evaluate parliament's performance and guide its reforms. The World Bank's has been a leader in the development of these frameworks, stewarding a global multi-stakeholder process aimed at enhancing consensus around parliamentary benchmarks and indicators with international organizations and parliaments across the world. The results so far, some of which are captured in this book, are encouraging: countries as diverse as Australia, Canada, Ghana, Sri Lanka, Tanzania and Zambia have used these frameworks for self-evaluation and to guide efficiency-driven reforms. Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. In doing so, we are helping make parliaments themselves more accountable to citizens and more trusted by the public.
Book Synopsis Benchmarking in Food and Farming by : Lisa Jack
Download or read book Benchmarking in Food and Farming written by Lisa Jack and published by CRC Press. This book was released on 2016-04-08 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when food producers have to make significant changes to their businesses in order to survive, a review of benchmarking in agriculture and discussion of its future potential is critical. This book meets that need by providing an overview of existing benchmarking practices in agriculture and the food supply chain, and evaluating the potential of these practices to drive sustainable innovation in food and farming. Increasing pressures from commodity markets, corporate buyers, government and rising input prices (particularly fuel prices) are creating an environment in which farmers and their advisors are keen to make greater use of performance information for survival and growth. Where farmers are diversifying into alternative production methods, non-agricultural enterprises and on-farm production and sales, the greater the interest in a wider range of accounting tools for decision making. Lisa Jack and her contributors draw on a wide range of data and sources from Australia, New Zealand, the USA, the UK and Europe to provide critical evaluations of what might be considered 'state of the art' benchmarking practices at this time, including recent strategic developments such as the use of non-financial measures in balanced scorecards. The food and farming industry is unusual in that benchmarking takes place among large numbers of small, family-owned businesses working in a global industry. Not only, therefore, is this book important for those working in food supply chain businesses, but also for those involved in the general practice of benchmarking.

Book Synopsis Local Government in Australia by : Bligh Grant
Download or read book Local Government in Australia written by Bligh Grant and published by Springer. This book was released on 2017-03-06 with total page 456 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.

Book Synopsis The Oxford Handbook of Australian Politics by : Jenny M. Lewis
Download or read book The Oxford Handbook of Australian Politics written by Jenny M. Lewis and published by Oxford University Press. This book was released on 2021-10-20 with total page 568 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of Australian Politics is a comprehensive collection that considers Australia's distinctive politics— both ancient and modern— at all levels and across many themes. It examines the factors that make Australian politics unique and interesting, while firmly placing these in the context of the nation's Indigenous and imported heritage and global engagement. The book presents an account of Australian politics that recognizes and celebrates its inherent diversity by taking a thematic approach in six parts. The first theme addresses Australia's unique inheritances, examining the development of its political culture in relation to the arrival of British colonists and their conflicts with First Nations peoples, as well as the resulting geopolitics. The second theme, improvization, focuses on Australia's political institutions and how they have evolved. Place-making is then considered to assess how geography, distance, Indigenous presence, and migration shape Australian politics. Recurrent dilemmas centres on a range of complex, political problems and their influence on contemporary political practice. Politics, policy, and public administration covers how Australia has been a world leader in some respects, and a laggard in others, when dealing with important policy challenges. The final theme, studying Australian politics, introduces some key areas in the study of Australian politics and identifies the strengths and shortcomings of the discipline. The Oxford Handbook of Australian Politics is an opportunity for others to consider the nation's unique politics from the perspective of leading and emerging scholars, and to gain a strong sense of its imperfections, its enduring challenges, and its strengths.

This book was released on 2016-12-01 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 101st Constitution Amendment Act 2016 on GST is a big leap for the fiscal reforms relating to the Indirect Tax regime in India as it seeks to introduce a single, comprehensive tax that will subsume other indirect taxes on consumption like sales and service taxes, strengthen the nation’s tax institutions, dismantle barriers that exist across States and create a common market. The main objective of the GST Act is to replace the existing multi layered indirect tax regimes instituted by the Union and State Governments and to unify them across the country. It is a comprehensive value added tax on the manufacture, sale and consumption of goods and services, levied and collected on value addition at each stage of sale or purchase of goods or supply of services based on the input tax credit method but without State boundaries. The administrative power generally vests with a single authority to levy tax on goods and services. By amalgamating a large number of Central and State taxes into a single tax, GST would pave the way for a common national market. This volume focuses on the GST Act 2016 and its effects on Indian federal polity. And those who contributed papers are C. P.
