Book excerpt: This 2001 Article IV Consultation highlights that following four years of robust expansion, real GDP growth in Belgium slowed markedly in 2001, as higher oil prices, declining equity values, and the deteriorating external environment adversely affected business investment, household consumption, and exports. The outlook for 2002 depends critically on a recovery in the world economy and, especially, in Belgium’s key European trading partners. Growth for the year is projected by the IMF staff at 0.7 percent, although activity is expected to pick up significantly in the second half of the year.

The new government has taken important steps to support job creation and address the cost of aging—notably through wage moderation, pension reform, and a tax shift. But growth prospects remain mediocre, public debt very high, and the labor market severely fragmented. The central task is to achieve a lasting reduction in public debt while nurturing the recovery and social cohesion. The government’s goal of achieving structural fiscal balance by 2018 is laudable but ambitious—with almost two percent of GDP of measures yet to be identified. Tapping Belgium’s full labor market potential requires a comprehensive and inclusive jobs strategy.

Book excerpt: The process of transition to a market economy and integration into the EU has strained the labour markets of central and eastern European countries, and these developments pose a number of challenges to their social policies. This volume presents the contributions given at an international labour conference held in Austria in June 2001 to investigate these issues. It provides the latest labour trends in EU accession countries and compares them to previous experiences of European integration. It reviews existing labour market policies and social protection mechanisms, and discusses alternative strategies for employment creation in the region.

Available in PDF, EPUB and Kindle. Book excerpt: The 2002 Article IV Consultation highlights that the financial sector of Luxembourg has continued to expand, with asset and liquidity management taking over from private banking as the main source of strong growth of the sector. Nonetheless, activity weakened in 2001. Structural reforms are proceeding. Progress has been made in removing legal obstacles to part time employment, introducing more flexible working time arrangements and work-week averaging, and expanding child care facilities. The authorities have adopted the legal and regulatory framework needed for the launch of an electronic commerce sector.

Available in PDF, EPUB and Kindle. Book excerpt: This volume--the fifth in a series of histories of the International Monetary Fund--examines the 1990s, a tumultuous decade in which the IMF faced difficult challenges and took on new and expanded roles. Among these were assisting countries that had long operated under central planning to manage transitions toward market economies, helping countries in financial crisis after sudden loss of support from private financial markets, adapting surveillance to reflect the growing acceptance of international standards for economic and financial policies, helping low-income countries grow and begin to eradicate poverty while staying within its mandate as a monetary institution, and providing adequate financial assistance to members in an age of limited official resources. The IMF's successes and setbacks in facing these challenges provide valuable lessons for an uncertain future.

Available in PDF, EPUB and Kindle. Book excerpt: The 2008 financial crisis triggered the worst global recession since the Great Depression. Many OECD countries responded to the crisis by reducing social spending. Through 11 diverse country case studies (Belgium, Germany, Greece, Hungary, Ireland, Italy, Japan, Spain, Sweden, United Kingdom, and the United States), this volume describes the evolution of child poverty and material well-being during the crisis, and links these outcomes with the responses by governments. The analysis underlines that countries with fragmented social protection systems were less able to protect the incomes of households with children at the time when unemployment soared. In contrast, countries with more comprehensive social protection cushioned the impact of the crisis on households with children, especially if they had implemented fiscal stimulus packages at the onset of the crisis. Although the macroeconomic 'shock' itself and the starting positions differed greatly across countries, while the responses by governments covered a very wide range of policy levers and varied with their circumstances, cuts in social spending and tax increases often played a major role in the impact that the crisis had on the living standards of families and children.

Available in PDF, EPUB and Kindle. Book excerpt: This 2002 Article IV Consultation highlights that the fiscal deficit of the Republic of Poland widened sharply in 2001, reflecting both automatic stabilizers and a 1⁄2 percent increase in the structural deficit. State (central government) primary expenditures (excluding one-off transfers) rose relative to GDP by 1 percentage point, notwithstanding cutbacks late in the year. Two factors accounted for this rise: significant increases in transfers and subsidies to households, agricultural and state enterprises, as well as wages; and outcomes for inflation and growth that were far below budget projections.

Download or read book EU Diplomatic Law written by Sanderijn Duquet and published by Oxford University Press. This book was released on 2022-10-13 with total page 507 pages. Available in PDF, EPUB and Kindle. Book excerpt: EU Diplomatic Law provides a thorough analysis of the interactions between the European Union (EU) and international diplomatic and consular law. Over the past six decades, the EU has been granted unique powers that enable it to act prominently on the international plane, thereby developing a worldwide bilateral and multilateral diplomatic network. Much like states, the EU sends ambassadors to all corners of the world and accredits permanent missions at its Brussels' headquarters. These developments shake the foundations of diplomatic and consular law, as these branches of international law are based on the principles of state sovereignty, non-interference, and reciprocity. Traditional conceptions of international law only allow states to perform diplomatic and consular functions, leaving little room for non-state entities such as the EU. Sanderijn Duquet addresses this fundamental problem by re-visiting the foundations of diplomatic and consular law, as well as analysing EU practice in initiating, conducting, and terminating diplomatic and consular relations. In particular, she focuses on the scope of EU diplomatic and consular powers, especially in relationship to its member states; its application of the Vienna Conventions and customary international law; the EU's use of creative legal techniques; the diplomatic and consular protection of EU citizens; questions of protocol and precedence; and the legal status of the EU's diplomatic staff and premises abroad. By critically analysing these issues, this book assesses the specific contribution the EU makes to the shaping of diplomatic and consular law.

Download or read book Economic Liberties and the Constitution written by Bernard H. Siegan and published by Routledge. This book was released on 2017-09-29 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this seminal work, Bernard Siegan traces the history of onstitutional protection for economic liberties in the United States. He argues that the law began to change with respect to economic liberties in the late 1930s. At that time, the Supreme Court abdicated much of its authority to protect property rights, and instead condoned the expansion of state power over private property. Siegan brings the argument originally advanced in the .first edition completely up to date. He explores the moral position behind capitalism and discusses why former communist countries flirting with decentralization and a free market (for instance, China, Cambodia, Vietnam, and Laos) have become more progressive and prosperous as a result. He contrasts the benefits of a free, deregulated economy with the dangers of over-regulation and moves towards socialized welfare?most specifically as happened during Franklin Roosevelt's presidency. Supporting his thesis with historical court cases, Siegan discusses the past and present status of economic liberties under the Constitution, clarifies constitutional interpretation and due process, and suggests ways of safeguarding economic liberties. About the original edition, Doug Bandow of Reason noted, "Siegan has written a vitally important book that is sure to ignite an impassioned legal and philosophical debate. The reason?the necessity?for protecting economic liberty is no less than that guaranteeing political and civil liberty." Joseph Sobran of the National Review wrote, "Siegan...makes a powerful general case for economic liberty, on both historical and more strictly empirical grounds.... Siegan has done a brilliant piece of work, not only where it was badly needed, but where the need had hardly been recognized until he addressed it." And Edwin Meese remarked that, "This timely and important book shows how far we have drifted from protecting basic liberties that the Framers of the Constitution sought to secure. I recommend it highly." This new, completely revised edition of Economic Liberties and the Constitution will be essential reading for students of economics, history, public policy, law, and political science.

Available in PDF, EPUB and Kindle. Book excerpt: For the time being—and possibly for a considerable time to come—developments and prospects for the euro area are quite favorable. This upbeat outlook is underpinned by buoyant activity indicators and a supportive policy mix. High household and business confidence, rising capacity utilization and industrial production, strong job creation, and—so far—employment-friendly wage settlements point to sustained activity in the near term. Moreover, the macroeconomic fundamentals in the euro area appear much sounder than in previous recoveries.

Book excerpt: Economic activity picked up in the course of 1999, despite the dioxin crisis of mid-year, owing to a recovery in export markets following the world financial turmoil of late 1998, supportive monetary policy in the euro area, improvements in business and consumer confidence, and continued growth in employment. The situation in labor markets remains unsatisfactory, with a high unemployment rate and a very slow participation rate. Executive Directors commended the Belgian authorities for the marked improvement in their fiscal situation in recent years.

Available in PDF, EPUB and Kindle. Book excerpt: The New Zealand economy continues to grow at a modest pace. The 2012 Article IV Consultation reports that domestic demand has remained soft as households and businesses continue to deleverage amid a weak housing market and an uncertain outlook. Executive Directors endorse that output growth should pick up somewhat in 2012 as earthquake reconstruction spending is expected to gain pace. High household debt is likely to weigh on the growth of private consumption as households will need to save to strengthen their balance sheets.

This book was released on 2002-06-19 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2002 Article IV Consultation highlights that the real GDP of the Netherlands is projected to rise by 1 percent in 2002, implying a return of growth to about 3 percent at an annual rate in the second half, and to rise by 3 percent in 2003. The pickup reflects an improvement in the worldwide economic climate, as well as last year’s easing of monetary conditions in the euro area. Inflation is accordingly expected to slow gradually from some 5 percent in 2001, to 3.8 percent in 2002 and 2.4 percent in 2003.
