When supervisors do receive training in how to supervise staff work performance, the training is not always very useful. The training is frequently too general to equip supervisors with knowledge and skills to affect staff work performance on a routine basis. The training also is commonly based on unproven means of promoting quality staff performance, stemming from current fads or ideology that has little if any hard evidence to support the training content. Over the last five decades, a technology for supervising staff work performance in the human services has been evolving, derived from applied research conducted in many human service agencies. However, most supervisors have not had opportunities to become aware of these evidence-based means of fulfilling their supervisory duties. The purpose of The Supervisor’s Guidebook is to describe the existing evidence-based approach to supervision. Description of the approach is supplemented with practical suggestions based on the authors’ combined experience encompassing over 100 years of supervising staff performance in the human services. As a result, human service providers have learned to exhibit greater respect for the needs and legal rights of their consumers, the appropriateness and cost effectiveness of treatment procedures and service programs, and the per sonnel and facilities involved in providing services to consumers. Despite this encouraging trend, many human service agencies are still trying unsuccessfully to meet the two fundamental criteria of effec tive programming: (1) providing services that are effective in meeting the needs of the consumer and (2) equipping consumers to function indepen dently of the human service system to the extent possible. For example, there appears to be a general acceptance of the notion that custodial institutional service programs are needed, despite the fact that they are ineffective in rehabilitating and transitioning clients to the community and that they are difficult to change. In addition, although community based service programs have been developed as alternatives to institu tional placement, there is rarely sufficient transitional planning and pro gramming to facilitate the client's progress from the institution to the community. Although these problems generally are acknowledged, most human service managers and practitioners are ill equipped to deal with them. Specifically, the technology of human service management is in need of improvement. It is more theoretical than practical, and it lacks sufficient field testing and empirical validation.

The mandate of this task force was to identify and delineate specific rights as they apply to behavioral treatment. Impetus for this project came in part from the controversy over the use of aversive procedures, which some held had no place in treatment and, with evolution of the treatment process, were no longer necessary. In con trast, others cited evidence that programs based on positive reinforcement alone were sometimes not effective in treating severe problems. These re searchers and practitioners desired to ensure that clients and guardians be permitted to choose treatments that included punishment procedures when assessments warranted their use. The first editor approached Ogden Lindsley, president of ABA, about establishing a task force to examine this isuse. The ABA council decided to broaden the mandate to include an examination of clients' right to effective behavioral treatment in general. The first editor was asked to chair the task force and appointed Saul Axelrod, Jon S. Bailey, Judith E. Favell, Richard M. Foxx, and 0. Ivar Lovaas as members. Brian A. Iwata was appointed liaison by the ABA council.

It focuses on six representative brain disorders that are prevalent in developing countries: developmental disabilities, epilepsy, schizophrenia, bipolar disorder, depression, and stroke. The report makes detailed recommendations of ways to reduce the toll exacted by these six disorders. In broader strokes, the report also proposes six major strategies toward reducing the overall burden of brain disorders in the developing world.
