I introduce in chapter 1 the issues surrounding the disconnect between behavioral ecology and conservation biology, and propose the use of behavioral knowledge in population viability analysis. In chapter 2, I develop a framework that uses three strategies for incorporating behavior into demographic models, outline the costs of each strategy through decision analysis, and build on previous work in behavioral ecology and demography. First, relevant behavioral mechanisms should be included in demographic models used for conservation decision-making. Second, I propose rapid behavioral assessment as a useful tool to approximate demographic rates through regression of demographic phenomena on observations of related behaviors. This technique provides behaviorally estimated parameters that may be applied to population viability analysis for use in management. Finally, behavioral indices can be used as warning signs of population decline. The proposed framework combines each strategy through decision analysis to provide quantitative rules that determine when incorporating aspects of conservation behavior may be beneficial to management. Chapter 3 applies this technique to estimate birthrate in a colony of California sea lions in the Gulf of California, Mexico. This study includes a cost analysis of the behavioral and traditional parameter estimation techniques. I then provide in chapter 4 practical recommendations for applying this framework to management programs along with general guidelines for the development of rapid behavioral assessment.

Here Roger Gentry draws on nearly two decades of research on three different islands to show how behavior among these seals changes with population size, sex ratio, and environment, to explain the behavior of the population beginning with individuals, and to generalize the results to other members of the eared seal family. Gentry shows that the species is driven by very different behavioral traits than have been assumed for it in the past. His book analyzes behavior on scales of hours to lifetimes, investigates the mating system, considers processes that underlie the mating system (site fidelity, behavioral estrus, and the development of territoriality), and addresses specific aspects of maternal strategy (female attendance behavior, pup growth, seasonal influences, and the effects of continental shelf width). Book excerpt: The United States Marine Mammal Protection Act (MMPA 1972) resulted in federal protection and enhanced the recovery of California sea lion (CSL--Zalophus californianus) populations in the United States. As an unintended consequence of their protection, sea lion populations have expanded their range, negatively interacting with every commercial fishery on the west coast of the United States, predating endangered Pacific salmonids at upriver dams, and damaging docks/fishing vessels. Conservation and management problems with California sea lions can benefit from mechanistic insights into how individuals respond to stimuli and learn about biologically important events. This dissertation provides an in depth examination into how animal learning theory can be applied to conservation issues. I apply learning mechanisms to enhance management of two conservation issues involving sea lions; depredation (removal of fish from fishing lines) and predation of endangered salmonids at the fish ladders below the Bonneville Dam. This dissertation is structured into two reviews, an empirical test of learning on deterrents on California sea lions (Zalophus californianus) interacting with fisheries, an analysis of social transmission and the impact of culling of California sea lions foraging at the Bonneville Dam. Chapter two unpacks the behavioral mechanisms involved in non-lethal deterrents and reviews their application for depredating marine mammals. This review makes the argument that Pavlovian fear conditioning can applied to deterrents to enhance success in cases of human wildlife conflict and reduce management concerns over non-target animals. Chapter three presents a field experiment on Pavlovian fear conditioning for deterrents on wild California sea lions which examines whether conditioned individuals exhibit greater avoidance compared to control animals. Chapter four reviews how learning can be applied to solve conservation problems. Social learning, for instance, functions as a multiplier, rapidly spreading undesirable wildlife behaviors through populations, suggesting that target lethal or non-lethal management strategies may be necessary. Chapter five uses social network based diffusion analysis to show that social transmission is driving foraging of endangered salmonids by California sea lions. Social transmission has implications for management measures, and we used epidemiological models of behavioral transmission to assess current and potential lethal removal strategies.
