Darauf aufbauend untersuche ich, wie ein KMU seine kostenrelevanten internen Entscheidungen auf Basis von dem externen Rechnungswesen treffen kann. Ziel dieser Arbeit ist es, zunächst die Besonderheiten des internen und externen Rechnungswesen von KMU zu verdeutlichen. Über eine kritische Betrachtung der Harmonisierung des internen und externen Rechnungswesens sollen letztendlich Handlungsempfehlungen für KMU aufgezeigt werden, wie sie Controllingentscheidungen anhand Informationen aus dem externen Rechnungswesen treffen können. Diese Arbeit richtet sich an Kleine und mittlere Unternehmen, vorwiegend an solche, die keine eigenständige Controllingabteilung beschäftigen. Diesbezüglich finden die größenbedingten, finanziellen und personellen Charakteristika der kleinen und mittleren Unternehmen Berücksichtigung.

Klein- und mittelständischen Unternehmen (KMU) als "Säule der Marktwirtschaft" wird von der Forschung seit Jahren Defizite in der rationalen Unternehmensführung bescheinigt, bedingt durch ein unterentwickeltes Controlling. Allerdings sind Controllinginstrumente häufig für Großunternehmen konzipiert und vernachlässigen die Erfordernisse und Besonderheiten in kleinen und mittleren Unternehmen. Doch könnten KMU im Zuge der aktuellen Veränderungen der Rechnungslegung von einer möglichen Controllingeignung profitieren und ihr Controlling ausbauen. Hier setzt die vorliegende Arbeit an. Sie untersucht aus aktuellem Anlass die Auswirkungen des Bilanzrechtsmodernisierungsgesetzes (BilMoG) auf die Controllingeignung der generierten Daten. Darauf folgt der konkrete Entwurf eines Ausbaus des Controllingsystems in kleinen Unternehmen, ergänzt um Beispielrechnungen. Eine kritische Diskussion, wie weit bestehende Hindernisse gegen ein Controlling in KMU durch den Systementwurf ausgeräumt werden und welche Parameter die Controllingeinführung zusätzlich beeinflussen, rundet die Arbeit ab.

Ziel des Teilprojektes war es, die Anpassungsfähigkeit sowie die Entscheidungsqualität dieser Unternehmen zu analysieren und zu steigern. Dazu wurden eine Reihe von Instrumenten und Modellen auf deren Relevanz und Eignung hin untersucht, den Einsatzbedingungen entsprechend modifiziert bzw. der notwendige Änderungsbedarf festgestellt. In diesem Zusammenhang kristallisierte sich als zentrale Frage heraus, warum die von Seiten der Theorie entwickelten betriebswirtschaftlichen Modelle und Methoden zur verbesserten Entscheidungsfindung in KMU nicht in dem Maße zum Einsatz kommen, wie dies in Großunternehmen der Fall ist. Um diese Frage zu beantworten, stellt der vorliegende Band die Ergebnisse des Teilprojektes vor. Als Analyserahmen wird das Controlling gewählt, da es als grundlegende Aufgabe die Managementunterstützung beinhaltet. Hier haben sich im Laufe der Zeit unterschiedliche Lösungen zur Bearbeitung des Rechnungswesens entwickelt. Zwischen vollständiger Fremdvergabe und vollständiger Eigenbearbeitung sind viele Formen der Organisation des Rechnungswesens vertreten. Diese werden zumeist mit einem Steuerberater, dem klassischen externen Anbieter des Rechnungswesens in KMU, umgesetzt. Ob ein Rechnungswesen im eigenen Haus oder extern abgewickelt wurde, konnte man früher - stark vereinfachend - von der Unternehmensgröße abhängig machen. Je größer ein Unternehmen war, desto eher wurde das Rechnungswesen im eigenen Haus abgewickelt. Die Entscheidung für oder gegen ein eigenes Rechnungswesen wurde und wird allerdings selten durch Analysen gestützt, sondern insbesondere in durch die Eigentümer geführten Unternehmen aufgrund der subjektiven, persönlichen Vorstellungen der Unternehmensleitung gefällt. Da in KMU die Unternehmensleitung relativ wenig kaufmännisches Wissen hat, wird das Rechnungswesen nur als gesetzliche Notwendigkeit und weniger als unterstützendes Instrument angesehen. Demzufolge wird diesem Bereich kaum Beachtung geschenkt und v. a. in kleinen Unternehmen die Bearbeitung auf den Steuerberater abgeschoben. Andere Unternehmer möchten grundsätzlich keine Daten aus dem Haus geben und ziehen deshalb eine vollständige interne Bearbeitung vor. Großunternehmen und große Mittelständler haben ihr Rechnungswesen grundsätzlich selbst geführt. In den letzten Jahren sind jedoch auch diese dazu übergegangen, das Rechnungswesen an externe Firmen abzugeben. Zudem drängen Unternehmen auf den Markt, die ein komplett extern geführtes Rechnungswesen anbieten. Auf der anderen Seite holen Unternehmen nach gescheiterten Outsourcing-Versuchen ihr Rechnungswesen wieder zurück ins eigene Unternehmen. Obwohl die Problematik des Make-or-buy des Rechnungswesens für KMU schon lange existiert, wurde sie bislang in der Literatur kaum behandelt. Im Bereich des internen Rechnungswesens wird in der Literatur viel häufiger die Frage diskutiert, inwieweit dieses überhaupt in kleinen und mittleren Unternehmen notwendig ist.
