Veteran Israeli journalist Michael Karpin explains how Israel, by far the smallest of the nuclear powers, succeeded in its ambitious effort. David Ben-Gurion saw the need for an atomic capability to offset the numerical superiority of Arab armies at war with Israel. The Israeli program relied heavily on French assistance in its early years, until President Charles de Gaulle reduced his country's cooperation. Once it was discovered, Israel's nuclear program cast a shadow over relations between Israel and the United States. The Kennedy administration opposed it, and President Lyndon Johnson approved it only tacitly. Significant change took place when President Richard Nixon and Secretary of State Henry Kissinger adopted a new strategy. An Israel that possessed nuclear capability was a more valuable asset to the West than an Israel without such an option. President Nixon ceased to press Israel to join the Nuclear Non-Proliferation Treaty and dropped U.S. surveillance of the Israeli reactor at Dimona. In exchange, Israel committed itself to maintain official ambiguity about its nuclear program. That policy remains in place nearly forty years later. Without American approval and the financial assistance and lobbying of Jews in North America, Israel could not have achieved its nuclear capability. This is a fascinating story of scientists, politicians, spies, and major international personalities who all played a part in an extraordinary undertaking that continues to shape the politics of the world's most volatile region. Today it remains to be seen whether Israel will permit Iran to build a nuclear bomb and threaten Israel's security.

But with Israel and the Bomb, Avner Cohen has forged an interpretive political history that draws on thousands of American and Israeli government documents—most of them recently declassified and never before cited—and more than one hundred interviews with key individuals who played important roles in this story. Cohen reveals that Israel crossed the nuclear weapons threshold on the eve of the 1967 Six-Day War, yet it remains ambiguous about its nuclear capability to this day. Book excerpt: This project concerned expedient upgrading of existing basements to provide some degree of protection against combined nuclear weapons effects, especially air blast; such shelter would be for critical workers remaining in risk areas during a crisis period. In this report, 'expedient' upgrading is that which can be accomplished within about a 24- to 48-hr warning period using indigenous labor and materials, and 'basements' are those that have at most small portion of any side exposed to blast or -- in terms of a partially buried basement -- perhaps no more than the upper 30% or so of any wall(s) exposed. Research, case studies, and this study clearly demonstrate a total lack of any correlation between floor design live load and mean blast collapse overpressure of a floor system. Important is the way the structure is put together and how the R/C designer chose to detail the reinforcing steel. Thus for expedient blast upgrading, availability of a set of 'as-built' drawings is very important (for engineered upgrading, such a set is vital). With drawings available, some conclusions can be reached from engineering experience and existing structures evaluation techniques and ideas developed, to exploit any inherent blast resistance or to enhance it. General schemes for such strengthening are presented (not to scale) and one scheme includes an example in terms of blast resistance.

The new work was not restricted to expedient options using only indigenous materials and labor, but could also include predesigned options, stored materials, and pre-arrangements for construction trade specialists. The work was to: cover specific 'how-to-do-it' applications to be crisis-implemented in a 2- to 3-day period; include quick, inexpensive closure options; and, provide for critical workers remaining behind in risk areas, plus check of the options, potential for CRP implementation ('host areas'). All applications are to basements, as defined in the first-phase report. This report includes appendices on: predesigns and fabrication of plywood stressed-skin panels (PSSPs); a design procedure for PSSPs used as intermediate (beam-column) supports for beams/girders in the floor over a potential basement shelter; using plywood panels by developing a design procedure for their use alone as closures in potential basement shelters; simplified charts for use on aperture closures of 2-by materials for use by a semi-skilled artisan (carpentry); and typical availability of wood and plywood in local lum-beryards, plus detailed data on species, sizes, stress grading and some grades.
