This document fulfills the following objectives: determine if the site presents immediate or potential future health risks, determine the need for interim institutional controls, serve as a key input to project planning and prioritization, and recommend future data collection efforts to more fully characterize risk. The Uranium Mill Tailings Remedial Action (UMTRA) Project has begun its evaluation of ground water contamination at the Falls City site. This risk assessment is one of the first documents specific to this site for the Ground Water Project. The first step is to evaluate ground water data collected from monitor wells at or near the site. Evaluation of these data show the main contaminants in the Dilworth ground water are cadmium, cobalt, fluoride, iron, nickel, sulfate, and uranium. The data also show high levels of arsenic and manganese occur naturally in some areas.

For the UMTRA Project site known as the Vitro site, near Salt Lake City, Utah, Surface Project cleanup occurred from 1985 to 1987. The UMTRA Project's second phase, the Ground Water Project, evaluates the nature and extent of ground water contamination resulting from uranium processing and determines a strategy for ground water compliance with the Environmental Protection Agency (EPA) ground water standards established for the UMTRA Project. A risk assessment is the process of describing a source of contamination and showing how that contamination may reach people and the environment. The amount of contamination people or the environment may be exposed to is calculated and used to characterize the possible health or environmental effects that may result from this exposure. This risk assessment report is the first site-specific document prepared for the UMTRA Ground Water Project at the Vitro site. The results of this report and further site characterization of the Vitro site will be used to determine what is necessary, if anything, to protect human health and the environment while complying with EPA standards.

The monitor wells that have consistently shown the highest concentrations of most contaminants are used to assess risk. This risk assessment will be used in conjunction with additional activities and documents to determine what remedial action may be needed for contaminated ground water at the site. This risk assessment follows an approach outlined by the EPA. the first step is to evaluate ground water data collected from monitor wells at the site. Evaluation of these data showed that the contaminants of potential concern in the ground water are arsenic, cadmium, cobalt, fluoride, iron, manganese, molybdenum, nickel, sulfate, uranium, vanadium, zinc, and radium-226. The next step in the risk assessment is to estimate how much of these contaminants people would be exposed to if they drank from a well installed in the contaminated ground water at the former processing site.

The next step in the risk assessment is to estimate how much of these contaminants people would be exposed to if a drinking well were installed in the contaminated groundwater or if there were exposure to surface expressions of contaminated water. Potential exposures to surface water include incidental contact with contaminated water or sediments by children playing on the floodplain and consumption of meat and milk from domestic animals grazed and watered on the floodplain.

The Ground Water Project evaluates the nature and extent of ground water contamination resulting from past uranium ore processing activities. The Ground Water Project at this site is in its beginning stages. This report is a site-specific document that will be used to evaluate current and future potential impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will determine whether any action is needed to protect human health or the environment. Currently, no points of exposure (e.g. a drinking water well); and no receptors of contaminated ground water have been identified at the Maybell site. Therefore, there are no current human health and ecological risks associated with exposure to contaminated ground water. Furthermore, if current site conditions and land- and water-use patterns do not change, it is unlikely that contaminated ground water would reach people or the ecological communities in the future.
