Book excerpt: This paper reviews financial restructuring in Kazakhstan, and the condition of the financial system in the period following independence. The authorities’ efforts to redress financial sector weaknesses fall into two phases: The first phase addressed the immediate crises in the banking system by slowing bank licensing, tightening prudential regulations, and dealing with large nonperforming loans. The next phase saw reforms to regulatory and institutional structures. The paper shows that, by the end of 1997, substantial reforms in the structure of the financial system had been accomplished and a major financial collapse avoided. However, the banking system had not begun to play an active role in financial intermediation.

Book excerpt: This Financial System Stability Assessment highlights that the global financial crisis exposed serious bank vulnerabilities in Kazakhstan. The authorities successfully contained the ensuing systemic crisis, however, left unaddressed important weaknesses that continue to linger. The government has nationalized three of the largest banks and restructured their external obligations, thus preventing a collapse of the banking system. The banks’ solvency situation is adequate but somewhat fragile as a result of legacy problems. A faster transition to risk-based oversight is needed. The relative vulnerability of banks to shocks warrants increased emphasis on risk. This can be achieved through the adoption of more advanced risk-assessment tools and a more extensive use of stress test results for risk analysis. The financial safety net and resolution framework were upgraded during the crisis but need further adjustments. The government amended the resolution framework in 2009 to incorporate several desirable features such as restructuring, purchase and assumption, and bridge bank. However, during the crisis it bypassed the use of sequential crisis management tools and nationalized banks and restructured their external liabilities. The resolution framework suffers from the absence of special authority and requires the approval of depositors and creditors. Adjustments to the Emergency Liquidity Assistance framework are needed to limit its availability to solvent institutions.

A centralized approach to asset resolution is warranted, and could be based on a reinvigorated Distressed Asset Fund. A robust and transparent public financial management system should be an integral part of any effective fiscal framework. Deeper and sophisticated domestic financial markets will help decline in dollarization and the associated risks. A sound medium-term fiscal framework, supportive monetary and exchange rate policies, and overall financial sector reform is required.

Book excerpt: Following Kazakhstan’s recovery from the 2014-15 decline in oil prices, the country was hit by a series of shocks, starting with the COVID-19 pandemic, then the January 2022 social unrest, and most recently the fallout from Russia’s invasion of Ukraine. So far, that has had limited impact on output, also thanks to various measures taken by the authorities to stabilize the economy. However, there are risks to the outlook. The financial system, which is small and bank-dominated, underwent significant changes during this period. Banks’ largest exposures are to households while large corporates rely on non-residents for funding.

Kazakhstan rejected the bailout strategy and rejected a bad bank/good bank framework. Risk, Recovery, and Empowerment is a qualitative, investigative analysis, told by the author, a finance partitioner who devised and led the implementation of the over $30 billion Burden-Sharing Framework that became an international benchmark and redefined trade finance by introducing the term and analysis of 'true trade finance'. Before creating a tech startup (Blingby) and being awarded U.S. Patents, a Kazakhstan Patent, and Chinese Patents, Marcia-Elizabeth C. Favale (aka Favale-Tarter) had an illustrious career in finance. She was ranked by Institutional Investor Magazine as the "Top Analyst for Emerging Market Corporate Bond Research" (April 2006). She was the senior advisor to the prime minister of Kazakhstan (2009-2013) and the independent restructuring advisor to BTA Bank and Samruk-Kazyna, with her advisory firm ranked alongside UBS and Lazard as "CEE Restructuring Firm" by Euromoney Magazine (February 2010), amongst other accolades.

Book excerpt: The paper analyses the cost and effectiveness of bank restructuring policies in 11 transition countries during 1991-98. It argues that country-specific banking sector features, the size of bad loans inherited from the centrally planned system, and weaknesses in the restructuring policies implemented were the main factors affecting the overall fiscal costs, with the latter two being more significant. The paper finds no significant relationship between the size of restructuring costs and overall improvement in banking sector performance for the sample countries as a whole.

Book excerpt: This paper presents a Detailed Assessment and Updates of Financial Sector Standards and Codes for Kazakhstan. The assessment reveals that although Kazakhstan's banking system is liquid, there are significant variations from bank to bank, with the distinctions between the tenge and foreign exchange liquidity being quite important. An appropriate body of commercial law is in place, and both banks and the supervisory authority express general satisfaction with the functioning of the systems for registration of collateral and enforcement of security interests.

The paper focuses on two of the shocks, the fall in the terms of trade and the real effective appreciation of the Tenge. The statistical data are also presented.

Book excerpt: This occasional paper provides an overview of the economic reform experiences of the Central Asian states of the former Soviet Union since their independence at the turn of the decade. The choice of countries reflects not only a geographical grouping, but also similarities in the types of transition challenges faced by these countries notwithstanding considerable variations in their sizes, ethnic composition, resource endowments, and economic structures. The paper attempts to identify a number of key macroeconomic and structural areas where the slower reformers in the group might benefit from the experience of the faster reformes.

Book excerpt: For a large part of the past decade, Japan has witnessed a steady deterioration in the health of its banking system. This paper examines what went wrong and why it has taken so long for the system to recover. While the paper traces the roots of the crisis to accelerated deregulation and deepening of capital markets without an appropriate adjustment in the regulatory framework, it identifies weak corporate governance and regulatory forbearance as the two factors behind what might have been an unnecessary prolongation of the distress of the financial system.

Relying on oil and gas alone, however, will not produce the long-run level of growth needed to meet this potential. Reforms geared to improve the business climate, enhance competitiveness, and increase private sector participation are essential. This book examines reforms to accelerate economic diversification in the country. This involves not only modernizing and using public resources in agriculture more efficiently to increase productivity, but also transitioning of manufacturing toward high-potential exports to help the country’s industrial development and create employment opportunities. Upgrading innovation of oilfield services and improving transport and logistics are important to increase participation in the global value chains.

Readers gain insights into institutional linkages and the role of electronic technology. Arguing that government accounting systems are too important to be left to accountants alone, the book presents an interdisciplinary approach that goes beyond adapting commercial accounting formats to governments.

Their approaches to systemic bank restructuring have varied substantially. This paper analyzes a representative sample of 24 countries and provides a summary of policies judged to be successful. The sample countries were ranked by relative progress in resolving banking sector problems. Based on this ranking, the paper examines the effectiveness of institutional and regulatory measures, assesses the impact of accompanying macroeconomic policies, and examines the extent to which particular restructuring instruments contributed to success. Special emphasis is given to the role of the central bank.
