Book excerpt: Excerpt from Banking in Australasia: From a London Official's Point of View, With Some Remarks on Mortgage and Finance Companies The use of the word "debenture" in a pamphlet recently published by another bank officer and myself having given rise to considerable misapprehension, it was necessary to give some explanation, and the present form has been adopted. In justice to my co-pamphleteer I ought to add that he was unwilling that the word "debenture" should appear without explanation; but brevity being of importance in a pamphlet, it was not thought necessary to explain a matter, which, from the writer's point of view, admitted of no construction other than that he intended it should bear. Although from its comparatively modem growth the details of Australian banking history are familiar to us, there are not a few incidents which have passed out of recollection. A case in point is the Royal Bank of Australia, and its remarkable chairman, Mr. Benjamin Boyd, a sketch of whose career is given in the concluding chapter of this work. The Bank of Queensland, Limited, also, though of more recent date, has well nigh faded into oblivion. It is hoped that the brief historical accounts of the various banks, which have been carefully compiled from authoritative sources, will be useful and interesting, and perhaps instructive, to those connected with Australian commerce. No attempt has hitherto been made to bring into a tangible form the history of the Australian banks. Indeed, beyond two papers read before two of the learned societies, Australian banking literature may be said to have no existence whatever. Given their high capital quality and the progress in their funding profiles since the global financial crisis, the Australian banks are making good progress toward meeting the Basel III requirements, including the new liquidity standards. Stress tests calibrated on the Irish crisis experience show that the banks could withstand sizable shocks to their exposure to residential mortgages. However, combining residential mortgage shocks with corporate losses expected at the peak of the global financial crisis would put more pressure on Australian banks' capital. Therefore, it would be useful to consider the merits of higher capital requirements for systemically important domestic banks.

APRA has implemented key elements of the international regulatory reform agenda, at times going beyond the agreed minimum standards to provide additional resilience. APRA has focused on strengthening the capital framework, implementing Basel III liquidity standards, reinforcing sound mortgage lending standards, improving governance and accountability, and strengthening crisis management and preparedness. Since some of these reforms have not been fully completed, they remain on APRA’s priority agenda. Other broad policy reforms have been also enacted, including: a cross-industry risk management standard, a governance and risk management framework for conglomerates, and a phased approach to licensing. In addition to these policy developments, APRA has also taken steps to align its resources to evolving market needs. It has restructured its specialist risk and supervision teams to develop a new risk and data analytics function, bringing together specialists in statistics, industry analysis, and risk, to best harness this collective expertise. In accordance with its risk-based approach, APRA has also focused its supervisory activities more on reviewing banks’ practices and underwriting standards in the area of residential mortgages and commercial real estate lending, in addition to other risk areas.
