Book excerpt: Baltimore City Community College (BCCC) represents the only chance for many Baltimore City residents to obtain a post-secondary education, find a job with a career path, and earn a sufficient income to support a family. BCCC is also a critical linchpin in Baltimore's ability to build a competitive workforce. Yet the college, with 7,300 credit students, has generally graduated fewer than 270 students each year, a reflection of the insufficient academic foundation that students bring to the college. At the same time, BCCC represents a sizable State investment. Unlike other Maryland community colleges which rely on the State for approximately one-third of their public funding and local governments for the rest, BCCC receives two-thirds of its public dollars directly from the State, Adding to these State dollars local and federal support, a projected $76 million for Fiscal Year 2005 is taxpayer-funded. Yet this State funding is not linked to any true State oversight, and failures of reform efforts to strengthen BCCC have severely limited the returns on taxpayer investment in the institution. Based on the stakes of a successful BCCC and the college's inability to fulfill its potential, this report concludes that significant changes are required at BCCC, starting with a reconfiguration of its Board of Trustees. The report recommends that Maryland's governor replace BCCC's Board with one whose members represent the necessary skills and experience, particularly a solid understanding of K-12 and higher education and workforce development, to ensure sound management of the institution. Additionally, the report recommends that the State designate an external level of accountability for BCCC's Board by: (1) appointing ex-officio members to the BCCC Board; (2) requesting that the Blue Ribbon Panel on Higher Education place considerable focus on BCCC in its examination of higher education needs in Maryland; and (3) commencing a dialogue among the Governor, Lieutenant Governor, the Mayor, officials of the Maryland Higher Education Commission, and state budget leaders about the State's investment in BCCC, and how it can best ensure a return on taxpayer investment. This issue of the bi-monthly "The Abell Report also includes "Abell Salutes", recognizing BEST (Baltimore Educational Scholarship Trust) for its efforts "to increase educational opportunities for academically talented, economically disadvantaged African American students from the Baltimore metropolitan area. Top private universities have increased the level and transparency of financial aid, while elite public universities have focused on outreach, mentoring, and counseling, and both sets of reforms show signs of success. Ron Ehrenberg notes that financial aid policies in both public and private universities have recently shifted towards merit-based aid, away from the need-based aid that is most helpful to low-income students. Ehrenberg calls on government policy makers to create incentives for colleges to increase their representation of low-income students. Higher education is often vaunted as the primary engine of upward mobility. Instead, as inequality in America rises, colleges may be reproducing income disparities from one generation to the next. Book excerpt: In 1983 the seminal report issued by the National Commission on Excellence in Education, "A Nation at Risk," charged that most American high schoolers were following a general course of instruction, choosing neither the college-preparatory track nor the vocational option. This pattern, the report complained, had fostered low expectations and a curricular hodge-podge of classes that failed to prepare students for college or work. The commission called on states to implement academic requirements for all students, regardless of background, including four years of English and three years each of science, mathematics, and social studies. Students should not be sorted by their presumed future destinations, the commission reasoned, but should be offered an equal opportunity to get a high-quality education to fit them either for postsecondary education or the modern workplace. Two decades after the commission called on states to reform the high school environment and raise graduation requirements, the Brown Center on Education Policy at the Brookings Institution convened a a group of prominent scholars to explore the current state of America's high schools, focusing on new research about reforming these institutions that are so important in the lives of the nation's adolescents. The questions considered reflected the diversity of the participants and covered a variety of areas—historical, international, sociological, and practical. Data gathered by the U.S. Department of Education show students today are taking many more advanced courses in mathematics and the sciences, while at the same time test scores do not reflect the increases in enrollments in academic courses. In addition, large score gaps remain among students from different social groups. Reform of the high schools must take into account the elementary and middle schools that prepare students and the postsecondary institutions to which students aspire. Adolescent culture and students' views about school and academic work play important roles in student achievement, as do the family and contemporary society in shaping of adolescent behavior. No matter their background, all participants agreed that the key to a successful high school rests with the extent to which it recognizes and strengthens its commitment to the intellectual growth of its students.
