Scheinman argues that that stability in the region is best served by universal adherence to treaties to prevent the proliferation of weapons of mass destruction (WMD). Anthony R. Cordesman, in his essay "Recent Developments in the Persian Gulf," looks at both the conventional and WMD military balance between the states in the region. He assesses the volume of arms transfers to each state in the region and their impact on balance of power in the region. In "Arab Perspectives on Middle Eastern Security," Ibrahim A. Karawan, concludes that the lack of success in curbing the spread of nuclear weapons in the Middle East is not surprising. Karawan asserts that the proliferation of chemical and biological weapons among Arab and Middle East states is a natural deterrence response. Israel, Saudi Arabia, and Jordan have closely associated themselves with the United States. These nations are targets of American adversaries such as Iran, Syria, and terrorist groups. Findings of this study revealed the following: First, the U.S.'s role in theater ballistic missile defense (TBMD) development and implementation in the Middle East is defined by its shift of the defense systems from its homeland to the region. Second, the possible avenues that could facilitate the development of a comprehensive and integrated TBMD system include facilities, training, exercises, and logistic support. Third, the current challenges in Israel, Saudi Arabia, and Jordan that are hindering the development include financial constraints, obligations associated with the creation of such a defense system, domestic politics, foreign policy, inefficiency associated with such a system, and strategic asymmetries. Fourth, the following vital ways these countries could cooperate include the transfer of advanced defense technologies, enhanced operational coordination, multilateral planning, alliance coordination mechanism, and intelligence and surveillance sharing.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Over the past three decades, two constant issues have served as continuous determinants of security in the Middle East. The first issue is the region's persistent pursuit of peace. The second issue is perceptions of threat in the region as countries strive against each other for greater influence. Consequently, anxiety about their neighbors has spurred countries to develop and execute plans for modernization and acquisition of arms, as well as to conduct defense-related preparations. Ballistic missile proliferation is a field in which this trend has become quite evident. This study aims to demonstrate the significant role of theater ballistic missile defense (TBMD) in ensuring the protection and security of three Middle East states: Israel, Saudi Arabia, and Jordan. In addition, the findings of this study are be essential in providing guidance concerning the development of strategies to enhance TBMD in the region. This research discusses the key security challenges that the ballistic missiles pose to the Middle East region and their impact on a regional missile defense architecture. The security situation in the Middle East is characterized by considerable hostility; however, the first Gulf War (1990-1991) was a turning point that changed the nature of the security conditions in the region. The first Gulf War was characterized by extreme political and military tensions, which were high enough to create a number of social and security risks in the region. Consequently, the Arab-Israeli confrontation was no longer the main source of conflict in the region. Specifically, the importance of TBMD emerged as a prevailing threat in the region.

As these development programs have taken on a serious national development supported by political leaderships and national wills, taking into consideration that these countries have already acquired a nuclear military capability or in a final stage to acquire such nuclear capability, that has seriously affected in turn the GCC States' security concerns including the welfare and prosperity achieved by the Gulf States in the last 30 years. The first generation of ballistic missile, also known as the Scud-type system, uses old technology that has reached its limit. While the most widespread type of TBM in the world, first generation TBM have poor effectiveness and are limited to delivering conventional warheads. Today, the advanced generation of TBMs use technology similar to that of nuclear power states by utilizing advanced warhead designs, advanced guidance systems, solid propulsion systems, and are for use mainly on mobile platforms. Today's generation of advanced TBM offer much improved military effectiveness and SEAD (Suppression of Enemy Air Defenses) capability through short-range TBM. Tomorrow's TBM will move towards further improvement with the incorporation of MIRV technology, BMD penetration penaids (for long-range TBM) and extending its operability with new platforms such as by submarine, and we will see introduction of new maneuver capabilities in flight trajectories.

It is the home of numerous countries possessing some combination of weapons of mass destruction (WMD) (nuclear, biological, or chemical weapons), and is an area where states are developing an increasing capability to deliver such WMD by missiles and/or aircraft. The Middle East is also the home of US friends who oppose each other as well as rogue states who are hostile to the United States. In short, the Middle East is a WMD war waiting to happen. Such a conflict would harm US allies and US interests; it needs to be avoided. Or, if WMD warfare occurs, such a conflict needs to be limited and the United States and allied forces need to be prepared to cope with the effects. The authors of this study address important questions that demand an answer if US national security policy is to be well informed. In chapter 1, "NBC and Missile Proliferation in the Middle East," Dr. Lawrence Scheinman, director of the Washington, D.C., office of the Monterey Institute of International Studies, summarizes the nuclear, biological, and chemical weapons capabilities and missile systems of Egypt, Iran, Iraq, Israel, Libya, and Syria. He sees the region as one of the most tension-ridden, conflict-prone and heavily armed regions of the world. He addresses the questions of what the various state players have, why they have it, and what this implies for the stability of the region. He notes that WMD has already been used repeatedly in the region. For example, Egypt, Syria, Iraq, and Iran have used chemical weapons against their adversaries. Iran and Iraq from 1980-88 engaged in the first two-way ballistic missile war in history. As the range of delivery systems increases, and as warheads are loaded with more lethal payloads, the situation will become more threatening should warfare be renewed in the region.
