Ten years on from Kosovo’s declaration of independence from Serbia, the north’s predominantly Serb population continues to resist integration. Book excerpt: The flow of emigrants from Albania to Greece, being one-sided, indicates a relation of inequality between the two countries. Indeed, the violence with which the collapse of the regime is effected and the subsequent opening of the border and the, as a rule, undocumented way of entering Greece, makes this relation even more asymmetrical and places the moving ones in a much more powerless position, as they live and work illegally: their "outlaw" status deprives them of all rights. Legalisation improves their position but does not cancel the structural inequality that characterises the phenomenon of immigration any way, as well as the quality of the immigrant. In any case, the effort of the immigrants to present aspects of identity that would facilitate their position and residence (proofs of Greek roots or Christian faith, changes of names, etc.) demonstrates, precisely, how they experience this unequal relationship, which is further aggravated by factors pertaining to their otherness.

Tracy shows how the Ottoman advance across Europe stalled in the western Balkans, where three great powers confronted one another in three adjoining provinces: Habsburg Croatia, Ottoman Bosnia, and Venetian Dalmatia. Until about 1580, Bosnia was a platform for Ottoman expansion, and Croatia steadily lost territory, while Venice focused on protecting the Dalmatian harbors vital for its trade with the Ottoman east. But as Habsburg-Austrian elites coalesced behind military reforms, they stabilized Croatia’s frontier, while Bosnia shifted its attention to trade, and Habsburg raiders crossing Dalmatia heightened tensions with Venice. The period ended with a long inconclusive war between Habsburgs and Ottomans, and a brief inconclusive war between Austria and Venice. Based on rich primary research and a masterful synthesis of key studies, this book is the first English-language history of the early modern Western Balkans. More broadly, it brings out how the Ottomans and their European rivals conducted their wars in fundamentally different ways. A sultan’s commands were not negotiable, and Ottoman generals were held to a time-tested strategy for conquest. Habsburg sovereigns had to bargain with their elites, and it took elaborate processes of consultation to rally provincial estates behind common goals. In the end, government-by-consensus was able to withstand government-by-command.

Book excerpt: Border Heritage opens new insights in migration studies through analysis of the same emblematic eastern-central European borderland in Trieste, crossed by four refugee migrations over 70 years of history (1945–2022). Born from a dual personal and professional perspective, the book’s original structure starts from the Ukrainian displacement, going back to the asylum seekers arriving via the Balkans, then to refugees from the former Yugoslavia, and the exodus from Istria after the Second World War; the second part focuses on places, objects, and displaced memories. Each chapter begins with a particularly significant account by a refugee, which anchors the argument in everyday life and gives a human dimension to the following conceptual developments. All but scattered, the narrative plot offers a cohesive thread through the various chapters, analyzing how the various migrations have stratified, overlapped, and contaminated each other. Critically rethinking the heritage of a borderland means rethinking cognitive categories and being able to perceive the different nuances of those on the margins, without necessarily wanting to merge them into a generic “social inclusion” and instead giving them the right to a different voice. This book reverses the monochrome historical perspective to instead adopt the migrants’ perspective and make them the subject of study in a set of historical migrations.
