Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Norman Rudolf (1835-1886), a Victorian merchant, Evangelical Balance Sheet: Character, Family, and Business in Mid-Victorian Nova Scotia explores the important role of character ideals and evangelicalism in mid-Victorian culture. Rudolf’s diary, with its daily weather observations, its account of family matters, of social and business happenings, and of his own experiences, as well as occasional literary or naturalistic forays, attempts to follow a disciplined regime of writing, but also has elements of a Bildungsroman. The diary reveals an obvious and significant tension between his inner, spiritual search for meaning in his life (evangelical inwardness) and his outward stewardship duties. Rudolf’s concept of character, then, involved a type of balance sheet of his evangelical service record, to his God, his family, his business, and his community. Needing God’s help to transform his will and to interpret the world in a constructive, rational manner, the underlying intent of his daily journal writing was to keep his commitment to an ethic of benevolence and of the affirmation of the goodness of human beings. Wood elucidates the cultivation of civic-minded masculinity in the context of Victorian Maritime Canada, analyzing the multiple facets of the character ideal and emphasizing its important role in Victorians’ understanding of their life experiences. In the process Wood reveals many underlying assumptions about social change and about civic discourse. The book also describes how the tremendous economic upheavals experienced by many entrepreneurs in the late 1860s to 1880s tempered their evangelical zeal and made it increasingly difficult for them to achieve a balanced and humane perspective on their own lives. Book excerpt: Although much of the recent writing on agrarian society in Ireland has concentrated on the peasantry, there also existed alongside the small farmers (and still exists today) another significant group of land occupiers. These were extensive farmers, commonly known as graziers or ranchers, who held large tracts of land and engaged in cattle and sheep grazing. In fact, certain areas of Ireland have been for generations mainly populated by graziers. They have been a cornerstone of the cattle and sheep industry, and thus a vital force in Ireland's agricultural economy. Their importance grew as the country shifted from a tillage- based to a pasture-based economy during the nineteenth century. Yet until now graziers have not been the subject of extensive study. Here David Seth Jones examines the ranching system and its role in the far-reaching political, social, and economic changes that overtook Ireland during the late eighteenth, nineteenth, and early twentieth centuries. Much of his inquiry relates to the period from 1880 to 1914, which includes the rise of the so- called ""eleven-month system,"" the land war, the anti-grazier agitation, and the commencement of a program of land distribution. The first part of this study considers the economic characteristics of ranch farming, its development, and the origins and position of the grazier in the rural community. Particular attention is given to the graziers' dependence and influence upon the land market. The latter part of the book examines how they responded to and were affected by the struggle for land reform and land distribution, and it deals at length with the rise of the anti-grazier agitation after 1900 and the ensuing program of distribution of ranch land. The study concludes with an examination of why the graziers failed to gain acceptance in the Irish agrarian community. Drawing upon a wide range of sources, including rental and farm accounts and other personal records (diaries, letters, notebooks, daybooks, as well as many official documents), this long-awaited, highly original study sheds much-needed light on the important role of the graziers in Irish history. It will be valuable reading for both scholars and students of Irish economic, social, and political history. David Seth Jones earned a Ph.D. in politics from Queen's University of Belfast in 1977. For three years he served as a professional officer in the Department of Agriculture of the Northern Ireland Civil Service, and for a further three years was a university lecturer in southern Africa. He is now senior lecturer in political science at the National University of Singapore, where he has taught since 1982.
