Book excerpt: Technology-based startup enterprises are an increasingly important part of the business landscape in Asia and the Pacific. By applying innovative technologies to create new products and services, they can make a significant contribution to economic development while generating social and environmental benefits. However, to survive and then thrive, tech startups require an enabling ecosystem that includes supportive government policy, adequate access to capital, skilled personnel, and quality digital infrastructure. This report assesses the current ecosystem for tech startups in Azerbaijan, specifically in Baku, Ganja, and Shamakhi, and examines the extent to which the ecosystem supports the growing number of startups. It provides recommendations on how the ecosystem can be strengthened.

This book was released on 2014-05-06 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book illustrates the World Bank’s commitment to assist countries to respond to the opportunities and challenges posed by climate change. Undertaken in collaborative partnership with policy makers, farmers, civil society, and other stakeholders in Armenia, Azerbaijan and Georgia, it provides a much needed response to the call for action by quantifying the impact and identifying key priorities for policies, programs, and investments to reduce the vulnerability of agricultural systems to climate change in the South Caucasus. The study responds to the urgent need for climate adaptation, as highlighted in the World Bank’s “Turn Down the Heat” report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.

Book excerpt: This publication examines Mongolia’s recent economic development and outlines reforms that would help the country take advantage of its many opportunities. Mongolia is rich in natural resources and, although landlocked, is well-placed to boost trade with its two giant neighbors. The country needs to diversify its economy beyond mining, enhance economic stability, and increase employment. To maximize Mongolia’s potential the government can improve macroeconomic management, enhance the skill base, and provide hard and soft infrastructure to promote trade and efficient logistics. Governance and institutional reforms are also crucial. The government will need to continue to drive reforms so that they are well implemented and deliver the intended change.

Available in PDF, EPUB and Kindle. Book excerpt: In a series of short stories that both inform and amuse, this book transports the reader across the windswept shores of the Caspian Sea and provides a provocative view of the wars, peace, intrigues, and betrayals that have shaped the political geography of this important and volatile region. The demise of the Soviet Union in 1991 and the eclipsing of the old Iranian-Soviet regime of the sea have given rise to new challenges for the regional actors and unprecedented opportunities for international players to tap into the area's enormous oil and gas resources, third in size only behind Siberia and the Persian Gulf. This book explores the historical themes that inform and animate the more immediate and familiar discussions about petroleum, pipelines, and ethnic conflict in the Caspian region.

Book excerpt: The systematic description of the knowledge accumulated on the physical oceanography, marine chemistry and pollution, and marine biology of the Caspian Sea forms the basis of this book. It presents the principal characteristic features of the environmental conditions of the sea and their changes in the second half of the 20th century. At present, the principal problems of the Caspian Sea are related to the interannual sea level changes and their forecast and to the estimation of the intensity of the chemical pollution of the sea and its impact upon the biota. Special attention is paid to socio-economic, legal, and political issues in the Caspian Sea region. This publication is based on numerous observational data collected by the authors of the chapters during sea expeditions, on the archive data of several Russian oceanographic institutions, as well as on the broad scientific literature mainly published in Russian editions. This book is addressed to the specialists concerned with research in various fields of physical oceanography, marine chemistry, pollution studies, and biology; solving a wide scope of problems from the regional climate to the mesoscale processes; and using a variety of methods from remote sensing of the seas to numerical and laboratory modeling.

Book excerpt: Fox News legal analyst Gregg Jarrett reveals the real story behind Hillary Clinton’s deep state collaborators in government and exposes their nefarious actions during and after the 2016 election. The Russia Hoax reveals how persons within the FBI and Barack Obama’s Justice Department worked improperly to help elect Hillary Clinton and defeat Donald Trump in the 2016 presidential election. When this suspected effort failed, those same people appear to have pursued a contrived investigation of President Trump in an attempt to undo the election results and remove him as president. The evidence suggests that partisans within the FBI and the Department of Justice, driven by personal animus and a misplaced sense of political righteousness, surreptitiously acted to subvert electoral democracy in our country. The book will examine: How did Hillary Clinton manage to escape prosecution despite compelling evidence she violated the law? Did Peter Strzok, James Comey, Andrew McCabe, Loretta Lynch, and others obstruct justice by protecting Clinton? Why was there never a legitimate criminal investigation of Clinton in the Uranium One case? Are the text messages exchanged between Strzok and FBI lawyer Lisa Page evidence of a concerted effort to undermine the electoral process? Was there ever any real evidence of "collusion" between Trump and the Russians? Did Trump obstruct justice in the firing of Comey or was he legally exercising his constitutional authority? Did the FBI and DOJ improperly use a discredited "dossier" about Trump to obtain a FISA warrant to spy on Trump associates? Should Muller have disqualified himself under the special counsel law based on glaring conflicts of interest? Was fired National Security Adviser Michael Flynn unfairly charged with making a false statement? With insightful analysis and a fact-filled narrative, The Russia Hoax delves deeply into Democrat wrongdoing.

Book excerpt: This is a study of modern Iranian political history and is set in the international context of the Second World War and its aftermath. The rise and fall of the autonomous state in Iranian Azerbaijan can be said to be the beginning of the Cold War, and the issues it threw up - nationalism, ethnicity and citizenship - are vital towards understanding the present Azeri crisis. The book covers the essential background in Iranian political history in the 20th century including the role played by Azerbaijani politicians in the Constitutional Revolution of 1905-6, the drastic reforms of the autocratic Reza Shah regime and its effect on ethnic identity in Iranian Azerbaijan, the abdication of the Shah and the role of the Allied Powers and the occupations of Iran. The core of the study is the establishment of the autonomous government in 1945-6 and its demise, and an assessment of its achievements and organization - a vignette perhaps on the stage of international history but one which brings to the fore vital elements in the political history of the 20th century. The book draws on Turkish, Persian and Azeri sources as well as British, French, American and Soviet materials and interviews with surviving members of the period of autonomous government in Iranian Azerbaijan. It contains biographical details of the leading protagonists of the period.
