GAO noted that: (1) in 1991, FAA created its Safety Performance Analysis System (SPAS) to focus its inspection resources on the pilots, aircraft, and facilities that pose the greatest risk; (2) poor data quality jeopardizes the success of SPAS; (3) FAA officials have not fully responded to prior recommendations of adopting a strategy to improve data quality by the end of 1995; (4) FAA inspectors have performed inspections without the appropriate or up-to-date credentials; (5) FAA has had trouble training its inspectors because it does not offer the necessary courses and has limited aircraft-specific training and decreased the frequency of inspector flight training; (6) between fiscal year (FY) 1993 and FY 1996, funding for technical training decreased 42 percent; and (7) FAA expects a $20-million shortfall for technical training it identified as essential for FY 1996.

Book excerpt: A primary mission of the Federal Aviation Administration (FAA) is the assurance of safety in civil aviation, both private and commercial. To accomplish this mission, the FAA has promulgated a large number of regulations and has established a major division, the Office of Aviation Safety, to enforce and maintain the regulations and effectively promote safety in aviation. Within the office there are several subordinate organizations. Staffing Standards for Aviation Safety Inspectors is concerned with two of them: the Flight Standards Service (called AFS), charged with overseeing aviation operations and maintenance, as well as other programs, and the Aircraft Certification Service (AIR), charged with ensuring the safety of aircraft through regulation and oversight of their design and manufacture. The objective of the study is to determine the strengths and weaknesses of the methods and models that the FAA now uses in developing staffing standards and projections of staffing needs for ASIs and to advise the FAA on potential improvements. Staffing Standards for Aviation Safety Inspectors is organized in an Executive Summary and five chapters. This first chapter provides the background of the study and explains the committee's approach to its task. Chapter 2 discusses modeling and its applicability to the development of staffing standards for such organizations as the Flight Standards Service and the Aircraft Certification Service. Chapter 3 traces the recent history of staffing standards in these organizations and considers manpower and staffing models and methods used by other organizations. Chapter 4 examines factors to be considered in the development of ASI staffing standards and the challenges faced by any methodology applied to this task. Chapter 5 presents the committee's findings and recommendations, including a discussion of issues and constraints that must be considered in weighing the implementation of alternative approaches.

Aside from technical challenges presented by learning any new system, pilots report some difficulty in acquiring a conceptual understanding of the functions offered by the avionics, developing system monitoring skills and habits, developing mode management and awareness skills, understanding when and when not to use automation, and maintaining manual flying skills. Operating aircraft with advanced avionics requires an additional set of knowledge elements and skills. Currently, Federal Aviation Administration (FAA) aviation safety inspectors are required to inspect technically advanced aircraft, check certified flight instructors, and conduct surveillance of designated pilot examiners who are certifying pilots operating technically advanced aircraft. Therefore, the FAA collaborated with researchers from National Aeronautics and Space Administration and Embry-Riddle Aeronautical University to develop and implement training for aviation safety inspectors on technically advanced aircraft. This paper reports initial participant evaluations of the course.

To what extent have specific recommendations in the areas of aircraft certification, airline inspections, oversight of foreign carriers, and safety on runways been fully implemented? Book excerpt: Pursuant to a congressional request, GAO examined the Federal Aviation Administration's (FAA) training of its aviation safety inspectors, focusing on whether: (1) operations inspectors received the recurrent flight training required to make pilot flight checks; (2) opportunities existed to more efficiently utilize the inspectors; and (3) airworthiness inspectors received the training they needed to perform maintenance inspections. GAO found that: (1) although FAA required that operations inspectors receive flight training every 6 months, 495 of the 786 operations inspectors assigned to flight-check duties had not received the required training; (2) many unqualified inspectors continued to make flight inspections because FAA often waived the training requirement and assigned most of its operations inspectors to flight-check duties, regardless of the number of flight checks that each inspector performed; (3) because some inspectors made only a few flight checks each year, opportunities existed for FAA to assign fewer inspectors to flight-check duties and reduce the number of inspectors requiring training; (4) airworthiness inspectors received only half of the training that FAA had planned for them in 1988 because of the lack of qualified instructors and available courses; and (5) although FAA plans to upgrade and modernize its training system, further improvements are needed to effectively meet the training requirements as the inspector work force grows.
