Book excerpt: Ice formation on aircraft can disrupt the smooth flow of air over the wings and prevent the aircraft from taking off or decrease the pilot's ability to maintain control of the aircraft. Taxi and landing operations can also be risky in winter weather. Despite a variety of technologies designed to prevent ice from forming on planes, as well as persistent efforts by the Federal Aviation Administration (FAA) and other stakeholders to mitigate icing risks, icing remains a serious concern. As part of an ongoing review, this statement provides preliminary information on (1) the extent to which large commercial airplanes have experienced accidents and incidents related to icing and contaminated runways, (2) the efforts of FAA and aviation stakeholders to improve safety in icing and winter weather operating conditions, and (3) the challenges that continue to affect aviation safety in icing and winter weather operating conditions. GAO analyzed data obtained from FAA, the National Transportation Safety Board (NTSB), the National Aeronautics and Space Administration (NASA), and others. GAO conducted data reliability testing and determined that the data used in this report were sufficiently reliable for our purposes. Further, GAO obtained information from senior FAA and NTSB officials, representatives of the Flight Safety Foundation...

Book excerpt: To improve aviation safety, the Federal Aviation Administration (FAA) plans to have in place the initial capabilities of a risk-based approach to safety oversight, known as a safety management system (SMS), by the end of fiscal year 2010. FAA is also implementing new procedures and technologies to enhance the safety, capacity, and efficiency of the national airspace system. Data are central to SMS and FAA's ability to test the impact of these changes on safety. This book addresses the FAA's current and planned use of data to oversee safety; the preliminary information on aircraft icing and winter operations; information on modifying the age standard for commercial pilots; potential strategies to address air ambulance safety concerns; and a look at increased efforts to address runway incursions.

It also has identified numerous airports that will need to expand to handle more flights. However, increasing airport capacity and operations poses potentially significant impacts on the environment and quality of life for surrounding communities. This report addresses: (1) airports' actions to reduce their environmental impacts; (2) the extent airports believe environmental issues delay development or operational changes; and (3) the strategies airports can adopt to address environmental issues. The report surveyed the 150 busiest airports as measured by the number of operations. Illus. This is a print on demand edition of a hard to find report.
