Electricity utilities have been under pressure from 1970s, for a variety of reasons, such as the oil crisis, increased demand, increased environmental impact, speculation of a relationship between the industry and its regulators, and evolving technology. Weak planning and environmental practices, price spikes, and high construction costs of hydro, coal and nuclear power plants have also been reported. Traditional business systems have opposed innovative energy-saving initiatives or the creation of small-scale renewable energy technologies and consumers have very few options available. Customers are required to pay an average tariff in a vertically integrated system, as it is often difficult to distinguish the costs involved in production, transmission and distribution. The industry has therefore been vulnerable to transition and the system, and all its functions, remained the same for several years, within a certain geographic region controlled by a monopoly.

Book excerpt: Executive summary: The concepts developed in this project are fundamental to the automated real-time balancing of generation and demand on an interconnected electric power system. In particular, the project revisits the role of automatic generation control (AGC) in a deregulated environment and its value to market participants. This project revisits AGC for the following reasons. The AGC scheme was designed for a regulated environment, whose main feature is that generation is scheduled in a coordinated way to meet anticipated demand. Only relatively small real-time variations in generation and demand around the scheduled/expected values are typical in a regulated industry; consequently, present AGC responds to relatively slow and small demand deviations, resulting in a high quality of system frequency. In order to point out new issues with AGC under open access, we first give a brief summary of how AGC is currently implemented. The emphasis is on the general principles underlying AGC and the (often unstated) assumptions under which the scheme should be expected to function successfully. A brief cost analysis of AGC is provided. Finally, open technical and economic questions related to present AGC are also summarized. The main body of this report is concerned with generation-based system regulation under open access. If no technical enhancements of existing AGC are made to accommodate the needs of the newly evolved industry structure, this control scheme will attempt to respond to any generation/demand (G/D) imbalance, no matter what its actual cause. This could include G/D imbalance caused by spot market activities ranging from delays in implementing contractual deals through for-profit gaming under various non-firm contracts for power and energy. This qualitatively different situation in which AGC would respond leads to many new questions: 1. What are the basic decisions that system users (power sellers and users) need to make with regard to system regulation (responsibilities and opportunities)? 2. What are the basic responsibilities of an independent system operator (ISO) with regard to generation-based regulation of the system under its jurisdiction? 3. Does one need to change the control logic of present AGC to meet the same power quality under open access? 4. How can one provide for effective AGC support under open access? 5. How can one incorporate customers' choices for nonuniform quality of frequency in response to their willingness to pay? 6. How can one unbundle the contributions of various market players to the total control area's G/D imbalance for costing/pricing purposes? 7. How can one compensate market players participating in AGC on an equitable basis? 8. Given that at present the number of control areas is large, is there a justifiable basis for consolidating some control areas, and how should this be done? This list of questions is by no means complete. Understanding these issues will have important implications on the overall reliability of an interconnected system and its economic efficiency. In this report, a systematic look is taken at problem formulation and analysis of AGC under open access. The results are illustrated with small examples as well as in the context of realistic large-scale systems. A possible systematic framework is developed for evolving AGC under open access into an automated control scheme capable of meeting required performance criteria, both technical and economic. First, the problem of minimal frequency regulation to all is analyzed in the light of recently recommended changes of control performance criteria by the North American Electric Reliability Council (NERC). It has been recommended that the tight frequency regulation according to the performance criteria defined over time horizons of 10 minutes be relaxed so that only average frequency over much longer time horizons (a yearly specification is being recommended) is maintained within a prespecified threshold. This is an important change to take into consideration as one analyzes the specifications of minimal regulation under open access, and its value to various market players. It is suggested here that the definition of system stability and the assumptions under which the change of criterion of the proposed type could take place are quite involved technical questions. For example, how long the system remains stable implicitly depends on the over- and under-frequency settings of protective relaying and their logic. Furthermore, it is suggested that certain basic assumptions under which AGC currently works and which allow for relaxing the system frequency criterion may not be valid in a competitive power industry. At present, no sufficient data are available to test these assumptions; potential, market-related, reasons for violating critical assumptions for successful operation of present AGC despite relaxing its control performance criteria are described. The minimum requirement for system frequency regulation concerns the stable interconnection operation. In the open market this must be ensured for basic system reliability. It is suggested that in order to deal with possible changes of AGC needs and still guarantee good system frequency regulation, it will be necessary for the providers of system frequency regulation to estimate bounds within which their power input into the transmission system is likely to deviate. If these are not provided, very inefficient solutions to system frequency regulation are likely to evolve. Once minimal frequency regulation is ensured for system integrity, we consider customers' choice of frequency quality within the minimal bounds. There may be system users for both power supply and demand that would be willing to pay for higher than minimal quality frequency at their locations. At this point, the new mathematical models developed under this project begin to allow for posing customer choice as a technical problem and developing possible solutions. Higher quality of frequency regulation could be provided by a market player itself, purchased from some other market player, or provided by an independent system operator (ISO). Possible approaches to decision making by all these players related to efficient system frequency regulation are developed in this report. In the project summary, specific recommendations, based on the analytical work carried out, are made as to how to approach equitable provision and pricing for AGC under open access.
