Book excerpt: In 2000, the FAA s Office of Runway Safety made a concerted effort to reduce runway incursions. The Safe Flight 21 Program awarded contracts for CDTI avionics development and an operational demonstration that included a surface moving-map capability. An operational evaluation was conducted in October 2000 to assess pilot use of varying types of CDTI devices and how surface-map information could aid pilot situation awareness when taxiing. Complex taxi routes were designed to examine how well pilots navigated their aircraft using an electronic surface-map display (north-up, track-up) or a paper surface map. This study was designed to determine how the use of these displays might aid situation awareness and influence operational communications. Pilots navigated their aircraft during 3 day and 2 night operations, resulting in 31 structured and 37 unstructured taxi routes. As subject-matter experts listened to 15 hours of audiotapes and read verbatim transcripts, they identified operational concerns and noted problems. Communications involved in progressive taxi routes and routes instructing pilots to follow another aircraft were excluded from analysis. A Type-of-Route x Type-of-Map ANOVA revealed that more problems occurred for structured, compared with unstructured taxi routes, and more messages were exchanged. A statistically significant interaction indicated that most problems occurred for the north-up map during structured taxi routes, and the number of problems encountered was comparable for the other maps when pilots navigated along unstructured taxi routes. When designing electronic surface-map displays, providing a north-up map orientation appears to create more problems than either track-up or paper surface maps especially when taxi routes are complex (or unfamiliar).

Results showed that while some conventions are well understood, such as the use of red and yellow for warnings and cautions (respectively), other conventions may be confusing and should be avoided. However, the radar systems that support air traffic management (ATM), and in particular air traffic control (ATC), are at their operational limit. This is particularly acute in the provision of the ATC services in low altitude, remote and oceanic areas. Limitations in the current surveillance systems include unavailability of services in oceanic and remote areas, limited services during extreme weather conditions, and outdated equipment with limited availability of spare parts to support system operation. These limitations have resulted in fatal accidents. This book addresses the limitations of radar to support ATC in various operational environments, identified and verified by analysing five years of safety data from Avinor, the Air Navigation Service Provider (ANSP) in Norway. It derives a set of taxonomy and from this develops a causal model for incident/accident due to limitations in the surveillance system. The taxonomy provides a new method for ANSPs to categorize incidents while the causal model is useful for incident/accident investigations. The book also provides theoretical justifications for the use of Automatic Dependent Surveillance Broadcast (ADS-B) to overcome the limitations of radar systems and identify areas of improvements to enable seamless ATC services. This report proposes an algorithm for determining whether data are satisfactorily accessible for each ADS-B task and procedure. Accessibility is defined as the effort of finding data on a visual display and looking directly at the data. The premise of the algorithm is that the more important the data for the procedure, the higher its recommended accessibility should be. The data's importance depends on a combination of their criticality and update rate, which are determined by expert judgment. The algorithm generates tables indicating recommended virtual locations for the data on the CDTI. Examples of algorithm inputs and output are provided. Additional work is required to validate the algorithm output.
