Auf eine völlige Akzeptanz seitens des Staates sowie der Mehrheitsbevölkerung warten die Kärntner Slowenen bis heute. So hat beispielsweise die Ortstafelfrage vor kurzem in den Medien viel Staub aufgewirbelt. Mein Ziel ist es, einen Überblick über die Geschichte und die aktuelle Situation der Kärntner Slowenen zu geben. Der Aufbau dieser Arbeit ist folgender: Nach einem aktuellen Einstieg, den die vorläufigen Ergebnisse der Volkszählung 2001 bieten, möchte ich im Kapitel 2 einige wesentliche Punkte in der Geschichte der Volksgruppe zusammenfassen. Anschließend wird die Präsenz des Slowenischen in Kärnten heute behandelt, wobei ich auf verschiedene Institutionen der Volksgruppe eingehen und die Handhabung der Rechte der Volksgruppe im öffentlichen Bereich beleuchten möchte. Die vorläufigen Ergebnisse der Volkszählung 2001 zeigen folgendes Bild: In 197 Kärntner Ortschaften leben mehr als 10% Österreicher slowenischer Umgangssprache, darunter in 94 mehr als 25%. 12.586 österreichische Staatsbürger in Kärnten haben "Slowenisch" als Umgangssprache angekreuzt. Die Zahl ist seit 1991 damit um 9,9% gesunken. Im Vergleich zu den vorhergehenden Dekaden vergrößerte sich der Rückgang damit wieder (in der Dekade 1981-1991 betrug er nur -1,7%), jedoch erreichte er nicht den extremen Wert von -16,5% der Dekade 1971-1981. Etwa zwei Drittel des Rückgangs gehen laut Statistik Austria auf das überdurchschnittliche Alter der Volksgruppe zurück, ein Drittel, so wird vermutet, auf geändertes Angabeverhalten. Laut Eigeneinschätzung regierungsunabhängiger Vertretungsorganisationen leben in Österreich zur Zeit ca. 40 000 - 50 000 Slowenen . Hier zeigt sich also ein gravierender Unterschied zwischen Untersuchungsergebnissen und Schätzungen. Anhand dieser Zahlen kann man bereits Schlussfolgerungen das Prestige des Slowenischen in Österreich betreffend ableiten.

Die Erweiterung von 'Wort' zu 'lexikalischem Element' bedingt eine eingehendere Beschäftigung mit der Phraseologie. Gemäß der Mehrdeutigkeit von ,Wortschatz' (Wortschatz im Verhältnis zu einer natürlichen Sprache vs. Wortschatz im Verhältnis zu einem Individuum [Mentales Lexikon] vs. Wortschatz im Verhältnis zur Grammatik [Lexikon]) finden die entsprechenden Sichtweisen ausführliche Behandlung. Synchrone und diachrone Gesichtspunkte werden gleichermaßen berücksichtigt, um die den Wortschätzen natürlicher Sprachen zugrunde liegende Dynamik adäquat zu erfassen. Schließlich machte es die geschilderte Situation der Lexikologie erforderlich, eingehend Fragen zur Disziplin, zu ihren Methoden und ihren Beziehungen zu Nachbardisziplinen zu behandeln. The previous 1958 Geneva Conventions have also been considered, together with the practice that has developed through agreements between the States concerned.
