The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. This book shows how the use of policy consultants complements traditional policy-making processes and the management of public policy change by government. In the 1980s Australian governments experienced dramatic and often unprecedented change in policy-making environment. Moves towards market-orientated, 'small' government in a context of worlds economic liberalisation created new and challenging issues for national governments. The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. Using insights from a range of public policy literatures, the research investigated the hypothesis that the use of consultants to review important policy areas could be an effective strategy for devising major new directions needed in a context of economic turbulence. In this situation, the book suggests, use of policy consultants complements traditional policy-making processes and the management of public policy change by government.

I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976. Book excerpt: The aim of this book is to examine and analyse the phenomenon of ‘Japan-bashing’, from its invention and popularisation in the United States in the late 1970s to the emergence of other national variants, including in Australia and Japan, to its gradual decline in the late 1990s. It is the first major book-length study of ‘Japan-bashing from a multinational perspective, one that attempts to place ‘Japan-bashing’ in its proper historical context and to examine its operation and legacy in the twenty-first century. Despite its importance in the study of discourses about Japan, as well as in understanding broader global changes in the late twentieth century and beyond, the phenomenon of ‘Japan-bashing’ remains largely neglected in published writings. Moreover, it is a far more complex phenomenon than has been assessed thus far. While, on first glance, ‘Japan-bashing’ merely seems to recall other periods in which Japan has been viewed as a dangerous ‘other’ to ‘the West’, such as the Western emphasis on the ‘yellow peril’ from the late nineteenth century as well as Allied anti-Japanese propaganda during World War II, ‘Japan-bashing’ also had its own distinctive characteristics. Moreover, while ‘Japan-bashing’ is often described as a quaint historical, rather than a pressing contemporary, phenomenon, it is actually by no means extinct. The ongoing influence of ‘Japan-bashing’ also has parallels in other ‘bashing’ phenomena, such as ‘China-bashing’.
