Book excerpt: 'This is an excellent 'do-it-yourself' introductory study to public sector management, covering a wide range of issues, including recent public service reforms. I recommend it to anyone interested in the practice and study of public sector management.' - Tony Ayers, National President, Institute of Public Administration Australia The traditional view of public sector management is under challenge. The shifting boundaries of the public-private sector are transforming the nature of the public sector in the 21st century and placing increasing demands on managers. This user-friendly handbook examines the changes that have taken place over the last twenty years and addresses the practical issues faced by public servants today. It makes abundant use of exhibits, case studies and real world examples to illustrate key concepts in public sector management. By including many 'points for reference', the authors challenge readers to apply both theory and practice to those public services situations with which they are familiar. Australian Handbook of Public Sector Management is a unique blend of academic and practical approaches to current management practices in the public sector. It has been designed to assist students and those new to the public sector to develop the knowledge and skills they require to provide high quality public services.

Book excerpt: Amidst growing dissatisfaction with the state of government performance and an erosion of trust in our political class, Competing for Influence asks: what sort of public service do we want in Australia? Drawing on his experience in both the public and private sectors – and citing academic research across the fields of public sector management, industrial organisation, and corporate strategy – Barry Ferguson argues the case for the careful selection and application of private sector management concepts to the public service, both for their ability to strengthen the public service and inform public policy. These include competitive advantage, competitive positioning, horizontal strategy and organisational design, and innovation as an all-encompassing organisational adjustment mechanism to a changeable environment. But these are not presented as a silver bullet, and Ferguson addresses other approaches to reform, including the need to rebuild the Public Sector Act, the need to reconsider the interface between political and administrative arms of government (and determine what is in the ‘public interest’), and the need for greater independence for the public service within a clarified role. This approach, and its implications for public sector reform, is contrasted with the straitjacket of path dependency that presently constricts the field.

Since then, the various civil services described in the series have undergone radical change in scope, organization and approach rendering a revision timely. Now up dated and completely revised, these re-issued Country Profiles continue to be an accessible and valuable source of reference which attempt to both describe and analyze the often tumultuous and controversial public sector reforms which have taken place in contributing countries since 1995. Practicing bureaucrats, diplomats, political and academic audiences will find these new books invaluable in benchmarking best practice in public sector reform across Commonwealth member countries.

Available in PDF, EPUB and Kindle. Book excerpt: Using empirical data, this book uniquely presents the dynamics of innovation within public sector organisations and identifies the most crucial factors that promote innovation or the determinants that enhance innovation activities. It presents a macro and micro analysis of workplace innovation in the Australian public sector written by a combination of practitioners and academics to provide both theoretical and practical insights. The book reviews the relationship between culture and workplace innovation as a multi-dimensional, subjective and context-specific phenomenon operating dynamically as organisational innovation, organisational climate for innovation, team and individual innovation. It identifies a variance in the perception of workplace innovation and organisational culture between public sector employees with different demographic and employment characteristics. The demographic and employment characteristics confirm that employees in a Public Sector Department of State exhibit significant differences between various groups in how culture impacts on workplace innovation. This knowledge assists practitioners in developing positive cultural environments that support the development of workplace innovation and raise awareness in considering the differences within organisations caused by an individual’s characteristics. Lastly, the book reviews public organisations around the world and provides a cross cultural comparison of public sector innovation and leadership. This includes a review of the major forms of public sector systems in operation and how this relates to innovation and leadership. Innovation and Leadership in the Public Sector is written for academics and students interested in the public sector innovation field. It’s suitable for both graduate and undergraduate students and researchers in the fields of public administration, management policy, organisational behaviour, human resources management (HRM) and human resources development (HRD) courses. Additionally, this book is suitable for middle-to-senior-level administrators or managers who wish to develop more innovative public sector organisations.

Available in PDF, EPUB and Kindle. Book excerpt: This book draws on recent empirical research and reports unique insight into the craft of public administration of the most senior echelons of the Australian Public Service (APS).This work is set in the context of a comparative analysis of the significant public sector reforms by successive governments from the 1980s across Westminster polities. Such reforms and the contemporary management ideas on which they were based, including new managerialism and ‘new public management’ (NPM) travelled, were translated and transformed with some elements accepted and others rejected. This book addresses how the most senior public servants in the APS construct their craft today amid such reforms. Chapter two covers the myriad of public sector reforms across Westminster polities. Chapters three and four cover the environments and contemporary management ideas which influence public administration. Chapters five and six showcase the public actors and the responsibilities they execute when they construct their craft. The final chapter provides a conceptual model of the craft of public administration and provides implications for theory and practice.

Book excerpt: The product of one of the world's most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes - for managers and whistleblowers alike - are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

Available in PDF, EPUB and Kindle. Book excerpt: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book’s contributors focus in detail on these four areas: 1. intergovernmental relations, including the shifting balance between centralisation and decentralisation 2. budgeting and financial management, including during and after the COVID-19 pandemic 3. the civil service, its capability, and its relationship with government and the public 4. service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.
