Es un mecanismo de gestión destinado a la evaluación sistemática, documentada, periódica y objetiva del sistema empresarial de gestión preventiva, para proporcionar una imagen fiel del mismo que permita comprobar su eficacia, efectividad y fiabilidad, así como si es adecuado de cara a alcanzar la política y los objetivos de la organización en la materia. Detecta deficiencias que pueden dar lugar a incumplimientos normativos, pero también orienta la adopción de decisiones dirigidas al perfeccionamiento y mejora del sistema. En este trabajo se identifica el marco normativo aplicable a estos controles externos (y su posible convivencia con otros no exigidos en la norma) y se describen sus objetivos, metodología y características, así como la cualificación y requisitos que deben concurrir en los auditores y en las entidades auditoras.
