If there is public concern for viewing, this concern is reflected and linked to the project by the landscape architect's plans and guidelines. It is assumed that-the visual quality perceptions of the landscape architect correspond to those of the general public; and that, furthermore, the visual objective desired will be accomplished on the ground. A considerable amount of research (over 200 studies) has been devoted to measuring scenic beauty (arthur and Boster 1976; usda Several studies have rated esthetic qualities of forest landscapes and tested public preferences. The Scenic Beauty Estimation (sbe) tech nique (daniel and Boster 197 6) was developed and exten sively tested on timber harvest areas in the Southwest, and was later used in the Northern Rocky Mountain area to compare Viewer perceptions of different harvest and logging methods (benson and Ullrich These studies dealt primarily with areas subjected to different logging practices, as seen in the near view (one-fourth mile distance or less).
