Book excerpt: Atmospheric propagation of electromagnetic waves at frequencies above 30 GHz, i.e. millimetre (MM) waves and infra-red (IR), visible and to some extent also ultra-violet (UV) radiation, is of importance to many current and future military applications. Propagation phenomena affect and often limit navigation, communications, surveillance, search, targe acquisition, fire control, autonomous weapons guidance, kill assessment, countermeasures and medium to high power laser applications. Recent advances in components and technology have prompted extensive studies and novel applications in the above wavelength region. Specifically, second generation infra-red detector technology, smart image processing, as well as active coherent detection systems, i.e. millimeter wave and laser radars, have required dedicated propagation studies, including much longer ranges over land and sea, multiple scattering effects and especially turbulence induced systems limitations. The following topics have been discussed: (1) Propagation measurements; (2) Propagation models; (3) Sensing of the propagation environment; (4) System aspects and performance modelling; and (5) Countermeasures. Book excerpt: Following the rapid developments in the UV-B measurement techniques and the rapidly growing research in the field in the late 80's and early 90's, we organized a large gathering of distinguished experts in a NATO Advanced Study Institute, held in Halkidiki, Greece on October, 2-11. 1995. The Institute was organized so as to include state of the art lectures on most aspects of solar ultraviolet radiation and its effects. This was achieved by extended lectures and discussions given in five sessions by 27 lecturers and a demonstration of filed measurements and calibration techniques at the end of the Institute. The ASI began with the sun and fundamentals on solar radiative emissions and their variability in time and continued with the interaction of solar Ultraviolet with the atmosphere through the complex scattering processes and photochemical reactions involved. Particular emphasis was given to changes in atmospheric composition imposed by different manifestations of the solar activity cycle. as well as on the modelling of radiative transfer through the atmosphere and the ocean under variable environmental conditions. Overviews on the ozone issue. its monitoring and variability were extensively discussed with emphasis on the observed acceleration of ozone decline in the early 90's. This acceleration had as a consequence, significant increases in UV-B radiation observed at a few world-wide distributed stations.

Book excerpt: Modern, precision-guided weapons require that guidance and target acquisition/recognition systems take into account the effects of the propagation environment. Successful performance must be obtained under adverse weather conditions such as haze, clouds, fog, rain, snow and under adverse battlefield conditions such as dust, smoke and man-made obscurants. Sensors operate at wavelengths ranging across the millimetre, IR and the visible regions of the electromagnetic spectrum. Propagation effects vary drastically over this wavelength span and systems may employ a combination of sensors to mitigate adverse environmental conditions. The effectiveness of countermeasures such as multispectral obscurants and multispectral camouflage also depends on atmospheric properties. System performance is measured in terms of probability of detection, probability of recognition and, ultimately, in terms of probability of a kill. A partial listing of the processes that affect theses probabilities and, in turn, are affected by the propagation environment includes extinction, angles and amplitude scintillation, target to background contrast, contrast transmission and clutter characteristics. The Symposium will address the following topics: (1) Natural obscurants; (2) Multispectral camouflage; (3) Man-made obscurants and battlefield-induced phenomena; and (4) Target and background signatures.
