U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

The data were collected over a period of 14 days and include a total of 41 thunderstorms. The tests indicate that the SPARSA equipment, when manned and functioning properly, successfully identified all known areas of electrical activity within a 50-mile radius of the Cape Kennedy Control Center, as verified by thunderstorm observations in and around the pinpointed areas. Since this test did not start until late in the thunderstorm season, and the data collected were limited to two station fixes, this test has been classified as preliminary. (Author).

The challenge for theory and practice is how to ensure that application of the military power of the nation is employed in such a way so as to maximise the effects, and minimise the cost incurred in the process. This naturally places a premium on joint planning and operations. Technology, now reaching the levels of a Revolution in Military Affairs, complex military organisation, and even more complex political goals in the employment of military power in the modern world, often with severe limitations imposed by the existence of nuclear weapons, have not only raised the premium of military power, but have required synergies between different elements and components of military power, and between military power and the political-diplomatic endeavours of the state to ensure a favourable outcome if not an outright victory. It is in this context that air power has been assuming an all-pervasive role in maximising the effects of military power. By the same logic, it constitutes the core component of deterrence. It not only enhances the capabilities of land and naval forces, but by itself also has an autonomous capability to dominate hostile military power in a broad range of scenarios and capabilities. Consequently, weakness in airpower capabilities, or in its employment, which does not maximise the effects of military power could also become the nation s Achilles heel. It is not surprising, therefore, that joint operations have become the norm rather than the exception in modern warfare and air power the lynchpin of military operations. Empirical evidence of all recent wars only re-emphasises the importance of joint operations and the role that air power performs in them. Its various dimensions and parameters keep evolving with changes in technology, operational environment and strategies in use. Preparing for the future has becomea critical factor in ensuring success. And this demands continuing examination, assessment, and understanding of the relationship between air power and other elements of military power in successful joint operations. This volume contain papers by experts in various fields to look at the issues related to air power and joint operations, both historically as well as in doctrinal terms, to explore various dimensions that would help understand a dynamic subject of crucial importance to our national defence. Book excerpt: This study concludes airpower will play an increasingly dominant role in future US contingency responses. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. Power projection contingencies are characterized as wars and operations short of war, but not conflicts that are global or total in nature. Future contingencies that demand a US response may occur without warning, be time sensitive, and require short duration deployments. US forces may not have immediate access to or a previously established presence in potential theaters of operation. Due to the changing nature of the international environment and domestic priorities, the President defined a new National Secunty Strategy that emphasizes projecting military forces in response to regional conflicts. The military services are currently modifying their doctrine and force structures to reflect the shift towards power projection. The services agree power projection forces must be lethal, flexible, deployable, mobile, and capable of surviving an increasingly hostile threat environment. Comparing force characteristics reveals airpower has greater flexibility, deployability, mobility, and is better able to survive future threat environments than surface forces. New domestic imperatives have also forced the services to engage in a healthy competition to preserve their share of a shrinking defense budget. In terms of efficiency, apportioning resources according to an arcane formula that does not reflect force capabilities or the future utility of primary service functions is illogical. Building a strong power projection capability requires a thorough evaluation of the relative efficacy of air, land, and sea power to perform the power projection mission.

The great exception, however, lies in the trend away from conventional to unconventional conflict. To Professor van Creveld, nation-states have lost the monopoly on the legitimate use of violence.
