Book excerpt: This report provides a user's guide for the NRC computer program, PAVAN, which is a program used by the US Nuclear Regulatory Commission to estimate downwind ground-level air concentrations for potential accidental releases of radioactive material from nuclear facilities. Such an assessment is required by 10 CFR Part 100 and 10 CFR Part 50. The program implements the guidance provided in Regulatory Guide 1.145, Atmospheric Dispersion Models for Potential Accident Consequence Assessments at Nuclear Power Plants. Using joint frequency distributions of wind direction and wind speed by atmospheric stability, the program provides relative air concentration (X/Q) values as functions of direction for various time periods at the exclusion area boundary (EAB) and the outer boundary of the low population zone (LPZ). Calculations of X/Q values can be made for assumed ground-level releases (e.g., through building penetrations and vents) or elevated releases from free-standing stacks. Various options may be selected by the user. They can account for variation in the location of release points, additional plume dispersion due to building wakes, plume meander under low wind speed conditions, and adjustments to consider non-straight trajectories. It computes an effective plume height using the physical release height which can be reduced by inputted terrain features. It cannot handle multiple emission sources. A description of the main program and all subroutines is provided. Also included as appendices are a complete listing of the program and two test cases with the required data inputs and the resulting program outputs.

Prediction of the atmospheric dispersion and transport of these radionuclides is important for assessment of the risk to the public from such accidents. A simplified PC-based model was developed that predicts time-integrated air concentration of each radionuclide at any location from release as a function of time integrated source strength using the Gaussian plume model. The solution procedure involves direct analytic integration of air concentration equations over time and position, using simplified meteorology. The formulation allows for dry and wet deposition, radioactive decay and daughter buildup, reactor building wake effects, the inversion lid effect, plume rise due to buoyancy or momentum, release duration, and grass height. Based on air and ground concentrations of the radionuclides, the early dose to an individual is calculated via cloudshine, groundshine, and inhalation. The model also calculates early health effects based on the doses. This paper presents aspects of the model that would be of interest to the prediction of environmental flows and their public consequences.

Book excerpt: The Atmospheric Relative Concentrations in Building Wakes computer code (ARCON96) was developed for the U.S. Nuclear Regulatory Commission (NRC) to calculate normalized concentrations in plumes from nuclear power plants at control room air intakes in the vicinity of hypothetical accidental releases. ARCON96 implements a straight-line Gaussian dispersion model with dispersion coefficients that are modified to account for low-wind-speed meander and building wake effects. These two modifications to the dispersion coefficients were benchmarked and justified in the ARCON96 code documentation. The code calculates [chi]/Q values (normalized concentrations) consistent with the methodology defined in NRC Regulatory Guide (RG) 1.145, position 3. Based on recent U.S. Department of Energy (DOE) acceptance of NRC RG 1.145, position 3 methodology for performing accident dispersion analyses, BWXT Y-12 L.L.C. evaluated the potential use and application for performing dispersion analyses at the Y-12 Complex. Using site specific meteorology inputs, a generic analysis (assuming ground-level releases) was performed to develop site-wide normalized concentrations for various distances to be used in consequence screening analyses. Additionally, the results were compared to other dispersion analysis models for confirmation of the results.

Values of[chi]/Q[prime] given in this report were generated using the GXQ code Version 4.0F, which reproduces the statistical treatment of the Hanford Site joint frequency meteorology specified in U.S. Nuclear Regulatory Commission Guide (NRC) 1.145, ''Atmospheric Dispersion Models for Potential Accident Consequence Assessments ut Nuclear Power Plants''. GXQ is documented in WHC-SD-GN-SWD-30002, GXQ 4.0 Program Users' Guide, and a listing of the code is shown in Appendix A. Alternate calculations used to verify the GXQ results are contained in the appendices. The alternate calculations are included to demonstrate compliance with Nuclear Quality Assurance (NQA)-1 requirements for software use. Calculation of the basic dispersion parameters used at the tank farms is discussed in Section 2.2 with results given in Section 2.2.6. Specific assumptions and input used to generate the[chi]/Q[prime]s at the tank farms are discussed. The logarithmic interpolation procedure used to generate[chi]/Q[prime]s used for long-duration (>2 hr) releases is described in detail. A sample input file and a set of run files are listed in Appendix B. Modifications to the basic dispersion coefficients to account for plume depletion, momentum/thermal plume rise, and large source effects are discussed in Section 2.3 with examples calculated. Corresponding sample run files are listed in Appendix C. The GXQ results were verified using a set of alternate calculations documented in Chapter 3.0. Special GXQ run files used in the independent verification are listed in Appendices D, E, and F. Chapters 4.0 and 5.0 present detailed discussions of the procedures used to estimate radiological and toxicological exposures using the dispersion coefficients developed in Chapters 2.0 and 3.0. Additional[chi]/Q[prime] values that were requested to support the documented safety analysis (DSA) are included as Appendices G, H, I, and J. Future requests for[chi]/Q[prime]s will be documented as additional appendices to this report.
