Book excerpt: With the shift from "human resources" to "human capital management" (HCM), public agencies are striving to strategically manage their workforces. Sally Selden’s groundbreaking book moves far beyond describing best practices and offers the context in which innovative practices have been implemented. She details how agencies are creating performance-aligned workforces by adopting systems and policies that are driven by their strategic missions. This book covers core topics of personnel courses—including hiring, training, retention, performance, and recognition—but also includes integrated coverage on measuring success through assessment. Further helping readers grasp how HCM works, the book uses original data from the Government Performance Project and incorporates many comparative examples across a wide range of states, plus federal and municipal agencies. Unlike anything else available, Human Capital fills a critical gap for both students and public personnel professionals.

Federal agencies that acquire, develop, and retain high performing employees with the appropriate skills and competencies are better able to respond to the needs of the public on a daily basis and in times of crisis. This model is designed to help agency leaders effectively use their people, or human capital, and determine how well they integrate human capital considerations into daily decision-making and planning. The model highlights the importance of a sustained commitment by agency leaders to maximize the value of their agencies' human capital and manage related risks.

Book excerpt: Our workforce today is highly experienced, well educated, and well trained. However, we face very serious demographic challenges and potential talent shortages as we move to the future. In this environment, we must have comprehensive enterprise and specific component human capital plans to mitigate these challenges. If not effectively addressed, they will have a detrimental impact on the responsiveness and quality of our acquisition outcomes that support the national security mission. We need innovative approaches to improve our human capital strategic programs. In this regard, I am pleased to introduce Version 3.0 of the AT&L Human Capital Strategic Plan. The first version of the AT&L HCSP, published in June 2006, was created to help us understand and initiate strategies to address evolving global, national, federal, and DoD workforce challenges. We virtually leaped over a version 2.0 because of the substantial breakthroughs we have made since we started initiatives like benchmarking, outreach, and Data Green, under our governance boards and networking sessions. This version 3.0 incorporates the original five goals from version 1.0 and adds an additional goal entitled Recruit, develop, and retain a mission-ready workforce through comprehensive talent management. Assigning a separate goal provides the means to emphasize the importance of recruiting, developing, and retaining capable and motivated personnel to address the increased level of competition for talent.

Available in PDF, EPUB and Kindle. Book excerpt: Strategic Management of Human Capital in Education offers a comprehensive and strategic approach to address what has become labeled as "talent and human capital." Grounded in extensive research and examples of leading edge districts, this book shows how the entire human resource system in schools—from recruitment, to selection/placement, induction, professional development, performance management and evaluation, compensation, and career progression—can be reformed and restructured to boost teacher and principal effectiveness in ways that dramatically improve instructional practice and student learning. Strategic Management of Human Capital in Education guides educators towards putting more effective teachers, teacher leaders, and principals in the country’s schools—especially in poverty-impacted urban and rural communities—equipping those teacher and principals with instructional and leadership expertise, and rewarding and retaining those who are successful in attaining these objectives. Drawing from cases, experiences, and deliberations from a national task force, this book outlines a comprehensive framework for how to transform current human resource management practices into authentic, strategic talent management systems in order to improve student achievement.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past couple of decades, management styles have evolved from strategic planning to total quality management to reengineering. Now in the newest and most cost effective trend to hit the boardrooms, there is a concentrated effort to view employment not as a perishible resource to be consumed but as a valuable commodity to be developed. While research shows that investments in capital result in higher returns to shareholders, the question is how should these investments be made, and how can returns on these investments be measured? DELIVERING ON THE PROMISE reveals Arthur Andersen's proprietry, technically based methodology - called The Five Square Approach - that will enable any manager to measure, manage and leverage human capital. Drawing on case-studies and research, this book is for any business manager who wants to evaluate and improve the current worth of their company's human resources.

Book excerpt: With more than 50% of its civilian workforce (about 700,000 civilians) eligible to retire in the next few years, DoD may be faced with deciding how to fill numerous mission-critical positions -- some involving senior leadership. The National Defense Authorization Act (NDAA) for FY 2006 requires DoD to develop a strategic human capital plan, update it annually through 2010, and address 8 requirements. The 2007 NDAA added nine requirements to the annual update to shape DOD's senior leader workforce. This report assesses the extent to which DoD's 2008 update addressed: (1) the 2006 human capital planning requirements; (2) the 2007 senior leader requirements; and (3) key factors that may affect civilian workforce planning. Strategic planning helps agencies like CDC sustain a workforce with the necessary education, skills, and competencies -- human capital -- to fulfill their missions. In Sept. 2007, CDC released its Strategic Human Capital Mgmt. Plan (CDC Plan). This report reviewed CDC¿s human capital planning and determined: (1) whether the CDC Plan was designed to address the human capital challenges CDC faces; (2) the extent to which the CDC Plan is strategically aligned with agency goals, plans, and budget; and (3) the extent to which CDC incorporated principles for strategic human capital planning.

Book excerpt: Strategic human capital planning is the centerpiece of federal agencies' efforts to transform their organizations to meet the challenges of the 21st century. Strategic human capital planning that is integrated with broader organizational strategic planning is critical to ensuring agencies have the talent they need for future challenges. This plan presents the integrated framework of policies and practices that the Government Accountability Office (GAO) will use to guide its efforts in strategic human capital management through fiscal year 2012. It provides a contextual framework for the strategic objectives and performance indicators that are discussed toward the end of the plan through a description of challenges, both internal and external, that GAO will face and how the agency intends to meet those challenges to continue to fulfill the agency's mission through a highly engaged, professional workforce.
