Book excerpt: As well as promoting debates about liberal democracy, the dramatic events of 1989 also bought forth a powerful revival in the interest of the notion of civil society. This revival was reflected mainly in two broad tracts of literature. The first was primarily focused on the events surrounding the Solidarity movement in Poland and the tumultuous events of 1980-81. The second was concerned with the ‘Velvet Revolutions’ more broadly. Following the events of 1989, there appeared a number of works sharing the common central argument that civil society played a key role in the overthrow of these Communist regimes in 1989. Challenging the centrally accepted wisdom that dissent in totalitarian regimes was representative of civil society, Civil Society and Communism posits the argument that the totalitarian public sphere, a new theoretical typology, presents a more robust and rigorous way by which to understand dissent and opposition in totalitarian Czechoslovakia, Poland and the GDR.

Book excerpt: On 1 May 1 2004, after a 14-year transitional period from central planning to market economics, eight Central and Eastern European (CEE) countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia) became members of the European Union (EU). Bulgaria and Romania are preparing for accession and are expected to join in 2007. Croatia submitted its application for membership in 2002 and Macedonia in 2004. Part One of this paper presents an overall analysis of the situation and development of producer groups and farmer cooperatives across the CEE countries, including the new EU members, the applicant countries and Balkan states alike. Part Two provides a case study of FAO's experiences and lessons learned with technical assistance programmes and projects in the subregion. The example presents a number of practical suggestions as to how development organisations, governments, donors and advisers might be best able to facilitate the formulation and implementation of policies and strategies that promote the further development of more autonomous and financially sustainable producers' organisations and cooperatives in CEE countries.

In these environments, political factions fail to establish long-term connections with the electorate and thus regularly rise and fall from the political arena. This book provides an organizational explanation for the variations in party-level electoral volatility. It looks comparatively at 29 political parties in six Central and Eastern European democracies between 1990 and 2008 to examine how political parties can influence their electoral environment. Using empirical evidence, Gherghina tests the effect of candidate selection procedures, membership organizations, and re-nomination of incumbent MPs on voters’ loyalty, and in doing so, demonstrates how party organization greatly affects electoral stability. Book excerpt: Prior to 1989, the communist countries of Eastern Europe and the USSR lacked genuine employer and industry associations. After the collapse of communism, industry associations mushroomed throughout the region. Duvanova argues that abusive regulatory regimes discourage the formation of business associations and poor regulatory enforcement tends to encourage associational membership growth. Academic research often treats special interest groups as vehicles of protectionism and non-productive collusion. This book challenges this perspective with evidence of market-friendly activities by industry associations and their benign influence on patterns of public governance. Careful analysis of cross-national quantitative data spanning more than 25 countries, and qualitative examination of business associations in Russia, Ukraine, Kazakhstan and Croatia, shows that postcommunist business associations function as substitutes for state and private mechanisms of economic governance. These arguments and empirical findings put the long-standing issues of economic regulations, public goods and collective action in a new theoretical perspective.
