Book excerpt: Assessment, prioritization, and communication of risks of failures of countermeasures over a wide range of flow events can be very effective in the selection and the design of an appropriate countermeasure considering the uncertainty in the performance of a countermeasure in an uncertain complex river system. In this study, a risk-based approach is developed for assessing, prioritizing, and communicating the risks of failure modes of a bridge scour countermeasure using Failure Modes and Effects Analysis (FMEA) tool. In FMEA, the risks of failure modes are derived from the severity (S) and occurrence (O) ratings. Widely used approach of Risk Priority Number (RPN), product of the risk ratings, is improved to assess risks overcoming the mathematical limitations of Risk Priority Numbers (RPNs). Another simple and effective approach of assessing risks, Risk Priority Code (RPC), is used to make a comparison between the RPN and RPC results, and to find out which approach is comparatively more rigorous. The appropriate risk assessment approach is then used to build risk matrix. Risk matrix is a table that maps severity (S) and occurrence (O) ratings to the corresponding risk priority level. The developed risk matrix will be able to assess and prioritize the risks of failure modes of a countermeasure using only the qualitative information represented by S and O ratings. An approach of defining and incorporating confidence level in risk matrix is developed to provide more comprehensiveness and/or completeness to the risk matrix. Such an approach of developing risk matrix will enable bridge engineers to use risk matrix as a basis for making risk-informed decision. To determine the relative change in a risk priority level over a range of flow conditions, a study is then carried out focusing on the backwater in the vicinity of a bridge. The backwater is simulated using one dimensional model Hydrologic Engineering Centers River Analysis System (HEC-RAS). The effects of backwater are defined based on the monitoring survey data. Then, the developed risk matrix is used to determine any change in the risk priority level considering the backwater effects. Such an approach is simple enough to implement in the planning phase to account for the effects of flood events in the risk-based approach of selection and design of a countermeasure. Given the unavailability of quantitative information and the limited resources and time, the study results have important implications in the selection of an appropriate countermeasure and/or to pay special attention to certain components of a countermeasure which are at a higher risks in some situations.

Evaluating their stability and structural response after a flood event is critical to highway safety. Bridge studies are usually designed with an assumption of an open channel flow condition, but the flow regime can switch to pressure flow when the downstream edge of a bridge deck is partially or totally submerged during a large flood. Figure 1 shows a bridge undergoing partially submerged flow in Salt Creek, NE, in June 2008. Figure 2 shows a totally submerged flow in Cedar River, IA, in June 2008, which interrupted traffic on I-80. Unlike open channel flows, these pressure flows create a severe scourability potential because scouring the channel bed is one of the only ways to dissipate the energy when passing a given discharge in pressurized flow. Although most bridge scour events are due to live bed scour, a maximum scour depth often results from clear water flows with a critical approach velocity for bedload motion. For bridge safety, this report emphasizes the equilibrium maximum scour of pressure flows in extreme clear water conditions. The objectives of the study were to collect a detailed high-quality dataset of pressure flow scour at a model bridge and to develop an analytical solution for pressure flow scour based on mass and energy conservation laws. To these ends, existing results in the literature were reviewed, and knowledge gaps were identified. Next, a series of flume experiments were conducted to examine the existing methods and test new hypotheses on bridge pressure flow scour. After, bridge flows were divided into three cases, and the mass and energy conservation laws were applied to each case, leading to hypotheses for pressure flow scour predictions. The hypotheses were tested with the flume data. In this report, an example procedure for calculating the maximum scour depth and scour profile is presented along with recommended research needs.

Pennsylvania's poor bridge infrastructure and its susceptibility to flooding compound to form a detrimental relationship that exacerbates the impact of scour. After establishing the importance of scour estimation, a deterministic approach to estimate a bridge's failure probability due to scour using FEMA's HAZUS Flood software for hydrologic, hydraulic, and damage estimation is outlined. To incorporate the various factors of uncertainty that are not addressed in the deterministic approach, a probabilistic methodology using inundation maps for hydrologic analysis, Manning's equation for hydraulic analysis, and the HEC-18 pier scour equation for damage analysis is presented. A limit state function is established to define failure. The deterministic and probabilistic approaches' results are compared for a study centered around the PA-39 Swatara Creek bridge in Dauphin County, PA. It is found that the probabilistic estimation generally estimates a larger failure probability, and is effective over a greater range of peak flood flow rate values. Climate change's increase on future flood peak flow rates and its impact on scour are briefly discussed.

For a highway network spanning over a seismically-active flood-prone region, the occurrence of earthquakes in the presence of flood-induced scour is a possible multi-hazard scenario for bridges in the network. The varied dynamic characteristics of a bridge due to the occurrence of scour may affect the response of the bridge under earthquake loading, and eventually may increase the risk of bridge failure.Despite the rising concern of research communities on this topic, the issues related to the multi-hazard effect of flood-induced scour and earthquake on highway bridges have not been satisfactorily answered. In addition, no guideline is currently available in design codes to ensure seismic safety of bridges with potentially scoured foundations. This dissertation aims to improve a comprehensive knowledge-base on risk and reliability analyses of highway bridges subjected to this multi-hazard by developing a multi-hazard risk assessment framework for bridges and quantifying variability in multi-hazard fragility and risk of bridges through a thorough uncertainty analysis. Outcome of this research provides research communities and government agencies a better understanding of the multi-hazard effect of flood-induced scour and earthquake on the risk and reliability of highway bridges. It also serves as a foundation for future researches on developing strategic plans for repair or retrofit prioritization for highway bridges under similar multi-hazard conditions.

Book excerpt: Pressure flow (also known as vertical contraction) scour occurs when a bridge deck is insufficiently high such that the bridge superstructure becomes a barrier to the flow, causing the flow to vertically contract as it passes under the deck. A bridge deck is considered partially submerged when the lowest structural element of the bridge is in contact with the flowing water but the water is not sufficiently high to overtop the bridge deck. It is considered fully submerged when a portion of the flow overtops the bridge deck. Pressure flow generally only occurs in extreme flood events, but these types of events are relevant for estimation of scour. When flow is sufficiently high so that it begins to approach the elevation of the bridge deck, some of the flow may be diverted laterally to the bridge approaches. Since the bridge approaches are often lower than the bridge deck, this diversion may reduce the scour potential under the bridge. Designers must evaluate the effects of scour under the bridge as well as potential damage caused by flow diversion. An experimentally and numerically calibrated scour model was developed in this study to calculate the maximum clear water scour depth in non-cohesive bed materials under different deck inundation conditions. The theoretical formulation of the model is based on the conservation of mass of the water passing underneath the bridge deck. Particle image velocimetry (PIV) measurements and computational fluid dynamics (CFD) simulations were used to validate assumptions used in the derivation and verify calibration of parameters included in the scour model. As one of the important parameters in the pressure flow scour model, the separation zone thickness in the bridge opening was formulated analytically, calibrated experimentally, and verified by PIV and CFD analyses. The maximum scour depth was calculated by identifying the total bridge opening that resulted in the average velocity in the opening that is equal to the critical velocity of the bed material. This report summarizes a literature review on pressure scour and describes the physical and theoretical foundation for the model formulation. The newly collected flume data as well as PIV and CFD analyses are summarized. The model formulation is refined, tested, and compared to other approaches used to estimate pressure scour. Recommendations for model application are also provided.

Book excerpt: A database of United States bridge failures was used to ascertain the failure rate of bridge collapses for a sample population with associated rates by causes. By using the National Bridge Inventory bridge counts, the bridge population, from which the collapsed bridge came from, was determined. The average number of bridge collapses based on the sample population was approximately 1/4,700 annually. The geometric distribution was determined to be a valid model for the number of bridge failures per annum through multiple methods. Based on the data extrapolation and 95% confidence interval, the estimated average annual bridge collapse rate in the United States is between 87 and 222 with an expected value of 128. The database showed hazards that have caused bridges to collapse historically, throughout the United States. Conditional probabilities of collapse rate with consideration for the features under the structures were constructed. The most likely cause of collapse was determined to be hydraulic in nature when adjusting for the features under the structure. The collapse rate of hydraulic causes was unknown from past investigations; however, the value was determined to be an annual rate of 1.52E-4. Collapse rates were also quantifiably established for other causes. The consequences coupled with the rate of failure by cause were quantitatively evaluated. A benchmark, set by the United States Army Corps of Engineers interim guideline for dam safety, was used to show that bridge collapses within the United States are within a tolerable range comparing collapses to life loss. To enhance risk-based and data-driven approaches to bridge management systems in compliance with Moving Ahead for Progress in the 21st Century Act, efficacious bridge collapse data collection is examined for this investigation. Trends obtained from statistical analysis of existing data show 53% of collapsed bridges were structurally deficient prior to collapse, and a failure rate of structurally deficient bridges to be 1/1,100 annually. Age and structural deficiency are related, structural deficiency and collapse are related, and age at collapse is contingent on collapse cause. It was determined that deterioration-caused and overload-caused bridge collapses are age related, but hydraulic-caused and collision-caused bridge collapses are not. Based on the desired results, trends seen in existing collapse data, improved collection efforts and data fields of interest are assessed with recommendations for analytical methods and consequence assessment while maintaining concise data. A national repository of bridge collapses at the federal level is paramount for effective bridge collapse risk analysis. Currently, bridge failure data is incomplete and insufficient to enable in-depth lifetime data analysis for improved bridge preservation. However, the frequency of collapses is often enough for large amounts of data to be collected in relatively few years.

To achieve such interrelated goals, it is necessary to assess the system performance and resilience subjected to multi-hazard impacts and the beneficial effects of any retrofitting or hazard-countermeasure in a lifecycle context. The damaged bridge needs to be restored rapidly over its service life due to the significant economic losses and disruption to transportation networks. For river-crossing bridges, one of the essential hazard mitigation strategies is scour countermeasures. However, a quantitative understanding of the effects of SCs on bridge system resilience is not found. This dissertation presents a critical synthesis of the existing literature that provides relevant knowledge and a profound understanding of probabilistic multi-hazard assessment for bridge structures. Then, a finite element-based probabilistic framework is designed to assess the lifecycle resilience of reinforced concrete river-crossing bridges under seismic, flood-induced scour, and chloride-induced corrosion impacts, including the consideration of a typical scour countermeasure at variable service times. Based on the general performance-based approach, two probabilistic models are formulated, termed the mean-scour fragility analysis (MS-FA) model and the total-scour demand hazard analysis (TS-DHA) model, which produce straightforward functional curves and can be readily used to evaluate the seismic-scour multi-hazard effects. An integrated damage index is defined based on both local and system-level ductility demands to develop a demand hazard model and to estimate the damage-based residual functionality and recovery duration to quantify the lifecycle bridge resilience. Notably, the exceeding probability approach is designed to reveal how progressive and sudden hazards interact and result in resilience degradation and how scour countermeasures contribute to resilience enhancement. The outcomes of the numerical experiment reveal the positive and distinct effects of implementing SCs at different lifecycle intervals. More importantly, resilience time-series demonstrate arbitrary multi-modes and nonparametric patterns. Accordingly, a robust statistical distance-based approach is presented to determine the sequential evolution of time-varying multi-hazard resilience. The proposed framework would assist stakeholders and decision-makers in resilience patterns recognition, assessing the effectiveness of hazard mitigation strategies, and taking short- and long-term proactive intervention actions by specifying resilience thresholds.
