Book excerpt: The Khyber Pakhtunkhwa Newly Merged Districts have seen a prolonged military conflict leading to the wide-spread displacement of its population and damages and losses to the agricultural lands, irrigation and water harvesting structures, and livestock populations. Since 2015, the rehabilitation of the displaced population is ongoing but slow due to loss of livelihoods and reduced income opportunities. To support the restoration of livelihoods, funded by the United States Agency for International Development for USD 10 million, FAO undertook the project for “Restoring subsistence and commercial agriculture in tribal districts, Khyber Pakhtunkhwa” which involved training farmers on climate-smart agriculture practices, rehabilitating facilities/infrastructures, operationalizing small-scale enterprises, and supporting agriculture and livestock production. The evaluation found that while the project was mostly successful in meeting output targets, a critical review of the following elements can further improve programme delivery: review of procurement processes, market-led initiatives for value chain development through strengthening producer marketing groups, operation and maintenance plans for rehabilitated schemes, gender-specific interventions, and revising reporting formats for effective monitoring and evaluation.

[Author] The study was conducted in September and October 2022 as part of the global TAP-AIS project coordinated by FAO’s Office of Innovation and funded by the European Union’s DeSIRA initiative. [Author] The seven innovation case studies were nominated by key organizations under three thematic area: digital transformation, product innovation and service innovation. [Author] A desk review, focus group discussions, key informant interviews and a self-assessment questionnaire was used to collect data. [Author] Major gaps identified included, among others: i) Innovation actors have limited organizational support and ability to initiate collaboration and engage in networking with other actors for the purposes of market formation and scaling innovation; ii) Collaboration was not pursued for all stages of innovation, that is, from innovation development to innovation scaling; and iii) A supply-driven approach tends to be used for innovation development and scaling, rather than a market-driven approach. In view of that, a value chain analysis is employed to analyze the scope of local strategies to access and secure continued participation of Honduran Asian vegetables producers and exporters in international markets. Within the framework of a qualitative research design, a comparative case study of two regions, Comayagua and Olancho where Asian vegetables sourced from Honduras are planted, was chosen. To provide a theoretical basis that guides the report and analysis of the study findings, five areas of the related literature were selected and critically reviewed: i) the horticultural sector in Honduras; ii) value chain approach focusing on theory of value chain governance; iii) transaction costs economics theory; iv) resource dependence theory; and v) social capital theory. Besides structured observations, document review, and visual data, the interview was chosen as the main method for collecting data in this study. The sample of informants was comprised by 59 respondents including producers, exporters, importers/wholesalers, government agencies, research agencies, input suppliers and a NGO. The analysis reveals several findings: i) Asian vegetables in Honduras were introduced by the private sector initiative influenced by the confluence of several distinctive elements but without direct intervention of the government; ii) local actors engage in contractual relations primarily to reduce the uncertainty involved in the exchange of Asian vegetables, whereas economizing on the main transaction costs iii) As a result of the existing lack of trust and power asymmetries, local actors still have not acknowledged the need for consensus and long-term perspective which would facilitate reaching a commitment of collaboration between them; iv) there is no clear chain leader, therefore evolution of the value chain of Asian vegetables is mainly defined by changes in importing country’s government regulatory framework and external factors; v) strategic public services are not adequately provided to local actors which affect their performance in the chain, especially of producers; and vi) the major demand driver of this food system is ethnicity and currently the major opportunity lies in selling to Asians consumers groups in the U.S.

This publication is building on the ‘International Workshop and Regional Expert Consultation on Mountain Agriculture Development and Food Security and Nutrition Governance’, held by FAO RAP and UIR in November 2018 Beijing, in collaboration with partners from national governments, national agriculture institutes, universities, international organizations and international research institutes. The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction.
