The research was carried out in the Force Development and Technology Program of RAND's Arroyo Center, a federally funded research and development center sponsored by the United States Army.

Book excerpt: The American Army's current fleet of self-propelled howitzers is largely outmoded and at its limit, due to space and weight constraints, to be upgraded. This fire power shortfall is the impetus behind development of a new self-propelled howitzer designed to not only overcome current shortfalls but to remain in the Army inventory for the next forty years. The Crusader self-propelled howitzer system is the new cannon currently under development. The problem is that its weight of 110 tons combat-loaded (fifty-five tons each for the howitzer and the resupply vehicle) simply does not fit nicely with the current vision of agile, quickly deployable forces operating on the future battlefield as described in Joint Vision 2010 and in the Army After Next. In a period of increasing competition for scarce Defense Budget dollars, critics have highlighted the system's reduced transportability due to its weight as marginalizing its value to the Army. In a 6 April 1998 interview in Army Times the Chief of Staff of the Army, General Dennis Reimer, defended the Army position in developing the Crusader noting that such "criticism ignored the increased tactical capability of the gun." This monograph examines the question of whether the Crusader's tactical capabilities offset its weight. The monograph begins with an examination of the Crusader system and the environment in which it is expected to operate. Because any conflict has two sides, the environment is not only considered from an American viewpoint, but also from the view of how threat artillery systems may evolve. The Crusade's tactical capabilities, namely increased force effectiveness, survivability, flexibility, and the ability to support a broader range of missions, are derived from this information. Book excerpt: Unlike conventional solid propellant artillery cannons, whose performance is predetermined by the propelling charge, the Regenerative Liquid Propellant Gun (RLPG) tailors its performance by altering its interior ballistics through its ability to reconfigure its components to precisely achieve the desired muzzle velocity. The RLPG has always been programmed as the Army's choice as an integral part of the total Crusader SPH and resupply system from a number of perspectives: technical and tactical fire control; propellant storage, pumping and management; automatic ammunition handling; power consumption and distribution, mobility platform stabilization; energy dispersion, vehicle configuration and structure; and computational demands. Because of the risk involved with the RLPG, the Project Manager for Crusader is ensuring that a solid propellant backup system is developed and tested in parallel with the RLPG. On 10 November 1994, AFAS/FARV became Crusader, one system, with AFAS known as the self-propelled howitzer (SPH) and FARV known as the resupply vehicle (RSV). This documentation of the acquisition, streamlining, and Lessons Learned process of Crusader was done in a chronological manner by chapter as events happened. Therefore, the term AFAS/FARV is used through the 10 November date in some instances. Throughout this report, the terms Integrated Product Team/s (IPT/)s, Integrated Product Development Team/s (IPDT/s), and Product Development Team/s (PDT/s) are used interchangeably. This is because the concept was being developed simultaneously among industry, OSD, the Army, and the office of the PM Crusader.

The Crusader system consists of a self propelled 155-millimeter howitzer and a resupply vehicle. We reviewed selected aspects of the Crusader program to determine (1) what the status of the program was and (2) whether there are any alternative howitzer systems that could meet the Crusader requirements. The Crusader was to be developed with an advanced technology, liquid propellant cannon; however, in March 1996, the Army decided to develop the system with an advanced technology solid propellant cannon because of escalating developmental costs and chronic technical problems associated with the liquid propellant cannon. The Army plans to replace its current self propelled artillery system-the M109A6 Paladin and the M992 Field Artillery Ammunition Support Vehicle (FAASV)-with the Crusader system in the rapidly deployable and forward deployed forces. The Army estimates it will cost over $12 billion (in fiscal year 1995 constant dollars) to design and procure 824 Crusader howitzers and 824 Crusader resupply vehicles. The Crusader system unit cost is estimated to be $14.7 million (in fiscal year 1995 constant dollars)-$7.5 million for the howitzer, $5.8 million for the resupply vehicle, and $1.4 million that the Army could not divide between the two vehicles. The system is being designed under its program definition and risk reduction phase, with the first prototype scheduled for delivery in October 1999.

Book excerpt: The U.S. Army Research Laboratory and the Depth and Simultaneous Attack Battle Lab have performed the first Battle Lab Warfighting Experiment that evaluated operational concepts for the Crusader system. The experiment was conducted during June and July of 1996 in the Janus Battle Simulation Center at Ft. Sill, Oklahoma. The research addressed critical operation issues focused on the employment of the Crusader system on the 21st century digitized battlefield. Command and control, and ammunition logistics and resupply systems used by a direct support field artillery battalion when employing the simulated Crusader system were evaluated to identity innovative tactics, techniques, and procedures that could be introduced in conjunction with the fielding of the Crusader system. This research was conducted using a synthetic battlefield environment that placed field artillerymen into distributed interactive simulation technologies where they used actual tactical data processing equipment to perform fire support functions. There were four major outcomes of this research: (1) A preliminary set of tactics, techniques, and procedures that addressed command and control functions, situation awareness, fire order consistency, and sustainment was identified. This information will be evaluated further by the system developer and field artillery community and will be considered for additional testing during later experiments or closed loop studies. (2) Major findings were: (a) The Crusader system as currently specified, will deliver effective fires to defeat the projected threat and provide timely support to maneuver forces. (b) The pooled resupply concept was successfully demonstrated and shown to be a robust technique in the face of losses of individual resupply vehicles.
