Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book excerpt: This volume applies the science of complexity to study coupled human-environment systems (CHES) and integrates ideas from the social sciences of climate change into a study of rural development amid flooding and urbanization in the Poyang Lake Region (PLR) of China. Author Qing Tian operationalizes the concept of sustainability and provides useful scientific analyses for sustainable development in less developed rural areas that are vulnerable to climatic hazards. The book uses a new sustainability framework that is centered on the concept of well-being to study rural development in PLR. The PLR study includes three major analyses: (1) a regional assessment of human well-being; (2) an empirical analysis of rural livelihoods; and (3) an agent-based computer model used to explore future rural development. These analyses provide a meaningful view of human development in the Poyang Lake Region and illustrate some of the complex local- and macro-level processes that shape the livelihoods of rural households in the dynamic process of urbanization. They generate useful insights about how government policy might effectively improve the well-being of rural households and promote sustainable development amid social, economic, and environmental changes. This case study has broader implications. Rural populations in the developing world are disproportionally affected by extreme climate events and climate change. Furthermore, the livelihoods of rural households in the developing world are increasingly under the influences of macro-level forces amid urbanization and globalization. This case study demonstrates that rural development policies must consider broader development dynamics at the national (and even global) level, as well as specific local social and environmental contexts. By treating climate as one of many factors that affect development in such places, we can provide policy recommendations that synergistically promote development and reduce climatic impacts and therefore facilitate mainstreaming climate adaptation into development.

Despite the popularity of this approach, the self-help approach has its own problems and can be seen as an attempt by governments to reduce public spending. This book provides a critical account of the discourses and practices of self-help in contemporary rural development policies of Australia and other western nations. Although it examines the problems of the self-help approach, it moves beyond a straightforward exposition of the impediments to self-help. Instead, taking a Foucauldian governmentality perspective, it puts forward a theoretical analysis of the self-help concept, assessing it as a means of governing rural development in an advanced liberal manner. It argues that self-help should not be regarded as either the empowerment or the abandonment of rural citizens by a shrinking state, but rather the application of new ways of thinking about and acting upon rural development.

Achieving healthy and viable rural communities in the face of rapidly changing social, ecological and economic conditions is a declared global priority. As a result, governments all over the world, in both developed and developing countries, are now prioritizing rural and regional development through policies and programs aimed at enhancing the livelihoods of people living in rural regions. In recognition of the important roles that research can play in rural development, a range of systematic literature reviews have rightly examined key priorities in rural development including education, gender, economic development (especially agriculture), and health and nutrition (see Department for International Development [DFID], 2011). However, none of these works has systematically examined the extent to which rural development as a field of research is progressing towards facilitating sustainable change. This book evaluates trends in rural development research across the five continental regions of the world. Specifically, it assesses the total publication output relating to rural development, the types of publications, their quality and impact over the last three decades. Additionally, it evaluates the continental origins of the publications as well as the extent to which such publications engage with issues of sustainability. The aim is to determine whether the rural development field is growing in a manner that reflects research and policy priorities and broader social trends such as sustainability. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured.
