Book excerpt: This study has examined sectoral analysis of the impact of foreign aid on aggregate and sectoral economic growth in Ethiopia over the period 1981 to 2012 using Multivariate Vector Auto Regression analysis. All the necessary time series tests such as stationary test, co-integration test, weak exiguity test, vector error correction, and causality test in vector error correction model and the like are conducted. The empirical result from the growth equation shows that aid has a significant positive impact on educational sector GDP growth in the long run. On the other hand, foreign aid has positive but insignificant impact on real GDP growth, agriculture GDP growth, and health sector GDP growth of Ethiopia for the period under consideration. Foreign aid is effective in enhancing economic growth at aggregate level of Ethiopia in general and education sector in particular. The result of the study reveals that there is a bi-directional causal relationship between educational GDP and educational foreign aid in Ethiopia. There is also a unidirectional causality between agricultural aid and agricultural GDP growth. However, the health sector does not show any causality with their respective sector aid. This implies that aid allocated for certain sectors is ineffective in achieving its objectives of economic growth. Therefore, aid recipient country like Ethiopia has to work how to enhance the domestic revenue raising capacity of the country which is at the heart of the mechanism to meet the capital required for the economy in times of short falls and ineffectiveness of external resources.

Book excerpt: This paper provides a quantitative impact assessment of the community-based integrated natural resources management project (CBINReMP) in the Lake Tana region in Ethiopia during 2011-2019. By promoting greater community participation, the CBINReMP provided support to watershed communities for the restoration of degraded soils and water sources, rehabilitation of forests, as well as in obtaining access to secure land titles and practices for climate change adaptation. The project further provided support towards diversification of incomes in off-farm activities and incentives for women’s empowerment and youth employment. This way the project aimed to support rural livelihoods through improvements in household incomes, dietary diversity, agricultural productivity, and resilience to climatic shocks, among other livelihood objectives. To assess the project’s impacts, the study had to deal with numerous methodological complications owing to as the project’s nature and design. The lack of a proper baseline survey, incomplete information about targeted watershed communities and often lack of clear distinction lines between the project’s interventions and support provided to communities through other mechanisms made it hard to identify the true impact of the CBINReMP. Four additional challenges had to be faced: possible selection biases because of non-random placement (targeting) of the project; self-selection of beneficiaries into receiving the project; possible spatial spill-over effects of project benefits to non-treatment communities, and the project’s phased rollout. A propensity-score matching procedure was adopted to assess the CBINReMP’s impacts by comparing treatment (beneficiary) and control groups outcomes related to the livelihood indicators listed above. This paper discusses how the mentioned complications were addressed to provide a sound assessments of the project’s true impacts. While certain limitations remain, the key finding that can be drawn with confidence is that the CBINReMP had only very limited, quantitatively verifiable impact on rural livelihoods. It seems to have contributed to higher household incomes and some greater dietary diversity, but only where the project managed greater community participation. However, even for those beneficiaries, livelihood conditions had not become significantly more productive, diversified, resilient, or sustainable than those of the comparison group. The paper ends with recommendations on how to avoid methodological obstacles through better design of the M&E framework for multi-intervention, community-based projects.

International development agencies like Save the Children and World Vision learn a lot from evaluation processes and products. One of the products of evaluation is the evaluation report. The information that comes out from evaluation reports is so vital for learning and future programming. Unfortunately, the quality of evaluation reports produced by many of implementing development agencies is often poor (Mayne and Schwartz, 2005). And hence, if the quality evaluation report is compromised, then development agencies may draw wrong conclusions about ongoing and future intervention and lose their steering wheel. Thus, the quality of evaluation reports needs to be evaluated before they are used. Though there is evaluation report review in both Save the Children and World Vision Ethiopia, the culture of meta-evaluation is not in place. As a result of this, it is hardly known as to what extent the evaluation reports quality is up to standard. As a result of this, meta-evaluation becomes inevitably important for such organizations for better informed program intervention decision, learning and accountability.This dissertation assesses the quality of Save the Children and World Vision Ethiopias evaluation reports using techniques of summative meta-evaluation in relation to OECD/DAC evaluation report quality standards, Save the Children and World Vision International evaluation report review tool standard. Specifically, this research aims to analyze as to what extent these organizations evaluation reports are good enough for learning and could be used for future programming. Moreover, the dissertation examines whether there is significant statistical difference between these two international NGOs evaluation reports. And it also seeks to provide recommendations to both organizations on aspects of the end term evaluations that can be improved in order to increase the quality of evaluation products.In order to meet the objectives of this study, each report was assessed against 9 categorical standards which consists of 33 specific standard quality criteria, and the assessment of each one of the criterion was summarized as a rating on a six-point scale ranging from excellent being 5 to very poor, being 0 adopted from Forss et al. (2008) who assessed 34 evaluation reports of Sida. The average score of each category of standards per organization is used to decide whether the reports are good enough in addition to the meta-evaluation mean-average scores of the two organizations. The end term evaluation reports need to score an average of 3 and above for the report to be qualified enough for learning and future programming purpose. Simple descriptive statistics and t-test mean comparison was applied to examine whether there exist significant statistical differences between the two organizations quality of evaluation reports. One major conclusion of this study is that the evaluation reports of both organizations are qualified enough for learning and future programming, with total mean average score of 2.98 which is adequate as per Forss et al. (2008) meta-evaluation rating. But this doesnt mean that both organizations are qualified enough in each and every categorical standard and sub-standard criterion. Both Save the Children and World Vision evaluation reports have significant gaps in meeting category standards clarity of analysis and findings and evaluation question answered. Save the Children evaluation reports are weak in category standards clarity of conclusions and recommendations, explaining acknowledgement of changes and limitations and incorporation of stakeholders comments. On the other hand, World Vision evaluation reports lack adequacy in category standards explanation of context of development intervention, and intervention logic as well as explanation of the methodology used.Moreover, the result of the meta-evaluation mean average comparison test indicates that there is no significant difference in quality of evaluation reports between Save the Children and World Vision Ethiopia. Though there is no significant statistical difference in mean average meta-evaluation score, there were significant differences in category standards explanation of context of the development intervention, and intervention logic explanation of methodology used, evaluation question answered and explanation of acknowledgement of changes and limitations of the evaluation. In light of the identified gaps in meeting evaluation report categories of standards, below are some of the recommendations addressed to both Save the Children and World Vision Ethiopia: Whenever ToRs are developed, they should be realistic enough in showing the evaluation questions vis-à-vis compatible and clear evaluation methodology that can answer the evaluation questions. Moreover, consultants and other stakeholders who are involved in the evaluation process should be involved right from the beginning of ToR development and reach into consensus on what and how the evaluation team answers the agreed evaluation questions. Both organizations should give due attention to a preparation session (planning of evaluation) of the evaluation process before embarking any of the evaluations. There should be a formative meta-evaluation practice to correct some pitfalls during the evaluation process. Though there is a practice of evaluation report review before it gets approved in both organizations, it is not as such enough. Hence, both organizations should begin the practice of peer review using OECD/DAC evaluation standards in combination with their own report review tool before consultants exit.Consultants should be given considerable amount of time to understand the logic of the intervention and the context of the organization prior to preparation of inception papers and implementation of the evaluation.

Book excerpt: In this paper, we analyze the economic impacts of response measures adopted in Ethiopia to curtail the spread of the COVID-19 pandemic. We carry out simulations using an economywide multiplier model based on a 2017 Social Accounting Matrix (SAM) for the country that properly depicts interactions between economic agents. The pandemic’s impact on the global economy combined with disruptions it causes in Ethiopia represents a large, unprecedented shock to the country’s economy. In such situations, a SAM-based multiplier model provides an ideal tool for measuring the short-term direct and indirect impacts of a shock on an economic system since there is limited room for proper adjustment of economic decisions. We model the seven-week partial lockdown policy implemented in Ethiopia from mid-March to early May 2020. We also consider two possible economic recovery scenarios that may emerge as the COVID-19 control policies are relaxed during the latter part of 2020 in order to generate insights on the potential continuing impact of the virus at the end of 2020. Although the country took early swift measures, our assessment of the partial lockdown measures suggests that they were not as strict as those observed in other Africa countries. Accordingly, our estimates of the economic costs of COVID-19 on Ethiopia are significantly lower than those reported for other countries on the continent. We estimate that during the lockdown period Ethiopia’s GDP suffered a 14 percent loss (43.5 billion Birr or 1.9 billion USD) compared to a no-COVID case over the same period. Nearly two-thirds of the losses were in the services sector. Although no direct restrictions were imposed on the agriculture sector, which serves as the primary means of livelihood for most Ethiopians, the sector faced a 4.7 percent loss in output due to its linkages with the rest of the economy. Poor export performance due to a slowdown in global trade and restrictions on the transport sector also partly explain the decline in agricultural output. The broader agri-food system also was affected considerably because of its linkages with the rest of the economy. In terms of the welfare of Ethiopians, we estimate that the economic impacts during the lockdown caused 10.1 million additional people to fall below the poverty line. These findings have implications for better understanding the direct and indirect impacts of COVID-19 and for policy design during the recovery period to return Ethiopia’s economy to a normal growth trajectory and to protect the livelihoods of the most vulnerable in the process.

It shows how a state-dedicated development strategy can destroy the productive capacities of people and their means of livelihood. It is a major new account of Ethiopia's contemporary socioeconomic and political history, and its future development problems and prospects. Ethiopia's most recent history has been marked by a fusion of famine, ecological disaster, and massive poverty. This despite the country's considerable resources: fertile land not yet under intensive cultivation, grazing land underused, and enormous water resources poorly exploited. Little research has been done to explain this incongruity. Girma Kebbede fills in this gap by providing a thorough examination of major socioeconomic and political factors that have kept the majority of the Ethiopian population poor and extremely vulnerable to adverse natural phenomena. The post-revolutionary political and socioeconomic transformation of Ethiopia resulted in the establishment of a highly authoritarian state controlled by a small bureaucratic elite that retained power through force and intimidation, and appropriated surplus by virtue of its control of state power and major sectors of the economy. The author argues that, as a result of the state's ill-conceived development strategies and priorities, and its intrusiveness into all aspects of social and economic life, the country was thrown into a perilous economic condition, with social dislocation and political instability. Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development
