Book excerpt: The Committee on Electrometallurgical Techniques for DOE Spent Fuel Treatment was formed in September 1994 in response to a request made to the National Research Council (NRC) by the U.S. Department of Energy DOE. DOE requested an evaluation of electrometallurgical processing technology proposed by Argonne National Laboratory (ANL) for the treatment of DOE spent nuclear fuel. Electrometallurgical treatment of spent reactor fuel involves a set of operations designed to remove the remaining uranium metal and to incorporate the radioactive nuclides into well defined and reproducible waste streams. Over the course of the committee's operating life, this charge has remained constant. Within the framework of this overall charge, the scope of the committee's workâ€"as defined by its statement of taskâ€"has evolved in response to further requests from DOE, as well as technical accomplishments and regulatory and legal considerations. As part of its task, the committee has provided periodic assessments of ANL's R&D program on the electrometallurgical technology. Electrometallurgical Techniques for DOE Spent Fuel Treatment assesses the viability of electrometallurgical technology for treating DOE spent nuclear fuel and monitors the scientific and technical progress of the ANL program on electrometallurgical technology, specifically within the context of ANL's demonstration project on electrometallurgical treatment of EBR-II SNF. This report evaluates ANL's performance relative to the success criteria for the demonstration project, which have served as the basis for judging the efficacy of using electrometallurgical technology for the treatment of EBR-II spent nuclear fuel. It also addresses post-demonstration activities related to ANL's electrometallurgical demonstration project, and makes related recommendations in this area.

The current focus for much of this spent nuclear fuel is the electrometallurgical treatment process under development at Argonne National Laboratory. Potential flowsheets for this treatment process are presented. Deployment of the process for the treatment of the spent nuclear fuel requires evaluation to determine the spent nuclear fuel program need for treatment and compatibility of the spent nuclear fuel with the process. The evaluation of need includes considerations of cost, technical feasibility, process material disposition, and schedule to treat a proposed fuel. A siting evaluation methodology has been developed to account for these variables. A work breakdown structure is proposed to gather life-cycle cost information to allow evaluation of alternative siting strategies on a similar basis. The evaluation methodology, while created specifically for the electrometallurgical evaluation, has been written such that it could be applied to any potential treatment process that is a disposition option for spent nuclear fuel. Future work to complete the evaluation of the process for electrometallurgical treatment is discussed.

Book excerpt: The DOE inventory of spent nuclear fuel consists of approximately 2700 tonnes heavy metal (MTHM), containing over 100 different fuel types. The current plan for the disposition of this fuel is to condition it for dry storage until it can be placed in a geological repository. However, the variation in the physical condition and chemical composition of DOE spent fuel complicates the task of qualifying the fuel for repository disposal. Each type or category of fuel must be characterized and certified to meet repository disposal criteria, an expensive and time-consuming process. Some of the fuel types contain chemically reactive components (such as metallic sodium), which must be stabilized prior to long-term storage or disposal. Finally, some of the fuel is damaged or declad, and some has already been altered by its present storage environment, making it difficult to qualify that general type of fuel for disposal. The electrometallurgical (EM) treatment technique developed at Argonne National Laboratory (ANL) has the potential to convert many of these spent fuel types into a uniform set of three product streams (uranium metal, metal waste form, ceramic waste form). This treatment would simplify the process of preparing and qualifying these fuels for repository disposal. This paper reviews work done on evaluating the applicability of the EM technique to the treatment of the types of DOE spent fuels currently being stored at the Idaho National Engineering and Environmental Laboratory (INEEL).

Book excerpt: The major component of the DOE spent nuclear fuel inventory is the metallic fuel stored at the Hanford site in the southeastern part of the state of Washington. Most of this fuel was discharged from the N-Reactor; a small part of the inventory is fuel from the early Hanford production reactors. The U.S. Department of Energy (DOE) plans to remove these fuels from the spent fuel storage pools in which they are presently stored, dry them, and place them in interim storage at a location at the Hanford site that is far removed from the Columbia River. It is not yet certain that these fuels will be acceptable for disposal in a mined geologic repository without further treatment, due to their potential pyrophoric character. A practical method for treatment of the Hanford metallic spent fuel, based on an electrorefining process, has been developed and has been demonstrated with unirradiated N-Reactor fuel and with simulated single-pass reactor (SPR) spent fuel. The process can be operated with any desired throughput rates; being a batch process, it is simply a matter of setting the size of the electrorefiner modules and the number of such modules. A single module, prototypic of a production-scale module, has been fabricated and testing is in progress at a throughput rate of 150 kg (heavy metal) per day. The envisioned production version would incorporate additional anode baskets and cathode tubes and provide a throughput rate of 333 kgHM/day. A system with four of these modules would permit treatment of Hanford metallic fuels at a rate of at least 250 metric tons per year.

Book excerpt: Electrometallurgical treatment is a compact, inexpensive method that is being developed at Argonne National Laboratory to deal with spent nuclear fuel, primarily metallic and oxide fuels. In this method, metallic nuclear fuel constituents are electrorefined in a molten salt to separate uranium from the rest of the spent fuel. Oxide and other fuels are subjected to appropriate head end steps to convert them to metallic form prior to electrorefining. The treatment process generates two kinds of high-level waste--a metallic and a ceramic waste. Isolation of these wastes has been developed as an integral part of the process. The wastes arise directly from the electrorefiner, and waste streams do not contain large quantities of solvent or other process fluids. Consequently, waste volumes are small and waste isolation processes can be compact and rapid. This paper briefly summarizes waste isolation processes then describes development and characterization of the two waste forms in more detail.

Wastes from this treatment will be converted into metal and mineral forms for geologic disposal. A glass-bonded zeolite is being developed to serve as the mineral waste form that will contain the fission products that accumulate in the electrorefiner salt. Fission products are ion exchanged from the salt into the zeolite A structure. The crystal structure of the zeolite after ion exchange is filled with salt ions. The salt-loaded zeolite A is mixed with glass frit and hot pressed. During hot pressing, the zeolite A may be converted to sodalite which also retains the waste salt. The glass-bonded zeolite is leach resistant. MCC-1 testing has shown that it has a release rate below 1 g/(m2day) for all elements.
