Book excerpt: Formaldehyde is ubiquitous in indoor and outdoor air, and everyone is exposed to formaldehyde at some concentration daily. Formaldehyde is used to produce a wide array of products, particularly building materials; it is emitted from many sources, including power plants, cars, gas and wood stoves, and cigarettes; it is a natural product in come foods; and it is naturally present in the human body as a metabolic intermediate. Much research has been conducted on the health effects of exposure to formaldehyde, including effects on the upper airway, where formaldehyde is deposited when inhaled, and effects on tissues distant from the site of initial contact. The U.S. Environmental Protection Agency (EPA) released noncancer and cancer assessments of formaldehyde for its Intergated Risk Information System (IRIS) in 1990 and 1991, respectively. The agency began reassessing formaldehyde in 1998 and released a draft IRIS assessment in June 2010. Given the complexity of the issues and the knowledge that the assessment will be used as the basis of regulatory decisions, EPA asked the National Research Council (NRC) to conduct an independent scientific review of the draft IRIS assessment. In this report, the Committee to Review EPA's Draft IRIS Assessment of Formaldehyde first addresses some general issues associated with the draft IRIS assessment. The committee next focuses on questions concerning specific aspects of the draft assessment, including derivation of the reference concentrations and the cancer unit risk estimates for formaldehyde. The committee closes with recommendations for improving the IRIS assessment of formaldehyde and provides some general comments on the IRIS development process.

With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Book excerpt: As mandated by the Global Change Research Act (GCRA), the U.S. Global Change Research Program is currently producing a "National Climate Assessment" (NCA). The NCA is a report to inform the President, the Congress, and the American people about the current state of scientific knowledge regarding climate change effects on U.S. regions and key sectors, now and in the coming decades. This document contains an evaluation of the draft NCA report, presented through consensus responses to the Panel's Task Statement questions, and through a large collection of individual Panel member comments and suggestions for specific chapters, statements, figures, etc. While focusing primarily on practical suggestions for immediately improving the current draft, the Panel also raises some broader considerations about fundamental approaches used in certain parts of the NCA report, and about the scope of USGCRP research that underlies the NCA findings. Some suggestions can be viewed as longer-term advice for future versions of NCA work. This NCA has been a significantly more ambitious effort than previous assessments, in terms of the scope of topics addressed and the breadth of public engagement processes involved. Some of the important new areas include the use of "traceable accounts," the articulation of needs for future research and a vision for an ongoing assessment process, the outreach efforts to help various stakeholders define their climate-related information needs, and the initial (though incomplete) effort to assess the current state of climate change response activities around the nation. Given the current state of the science and the scope of resources available, we believe the NCA did a reasonable job of fulfilling its charge overall. Although more needs to be done to fully meet the nation's needs for information and guidance, such needs cannot be met without an expanded research effort on the part of the USGCRP and future assessments. The Panel suggests that the NCA report would be improved by addressing the numerous specific problems and concerns and the more cross-cutting issues raised in the consensus answers to the Task Statement questions-which include, for instance, the need to: 1. provide a clear overarching framework for the report that helps readers understand climate change as part of a complex system with interacting physical, biological, and human social/economic dimensions, and offers practical guidance on using iterative risk management strategies to make decisions in the face of large uncertainties; 2. clearly acknowledge how climate change affects and is affected by other types of major global environmental changes and other societal developments; 3. offer an explicit discussion about the uncertainties associated with the regional model projections presented in the NCA draft; 4. take full advantage of the e-book format planned for this document through strategic use of hyperlinks among different parts of the report and other innovative approaches that help guide the experience of the NCA's diverse audiences. As the nation continues to engage with the threats, opportunities, and surprises of climate change in its many manifestations, the 2013 NCA should prove to be a valuable resource, as a summary of the state of knowledge about climate change and its implications for the American people.

Book excerpt: This book contains a case-based assessment of the Draft Common Frame of Reference carried out by the Common Core Evaluating Group, which gathers a number of well-established and younger scholars coming from Eastern and Western countries of the European Union using the working method of the research project "The Common Core of European Private Law" (www.common-core.org). The aim of the assessment is to test how the Draft Common Frame of Reference could work when applied in different national legal systems. To this end, a number of factual situations, i.e. hypothetical cases, have been drafted by the authors and solved through the application of both national rules and rules of the DCFR. Thereby, similarities and differences in the outcome of the cases have been analysed, together with difficulties - if any - in the application of the "Principles of European Law". The Common Core assessment has been carried out as part of the "Joint Network of European Private Law" Project (CoPECL), financed by the EU Commission.

Book excerpt: The Government has not fully thought through the implications of its social care reforms and may leave local authorities open to a deluge of disputes and legal challenges. MPs and Peers warn that without greater integration with health and housing, and a focus on prevention and early intervention, the care and support system will be unsustainable. The Committee also calls for a nationwide campaign to educate people about the need to pay for their own care, saying that adult care and support are poorly understood. Key recommendations include: a new power to mandate joint budgets and commissioning across health, care and housing, such as support for the frail elderly, making it simpler for NHS and local Councils to pool budgets; fast-tracking of care and support assessments for terminally-ill people; new legal rights for young carers to protect them from inappropriate caring responsibilities and ensure they get the support they need; an obligation on the Secretary of State to take into account the draft Bill's well-being principle when designing and setting a national eligibility threshold; independent resolution of disputes over decisions about care and support - and costs that count towards the cap - through a Care and Support Tribunal. In addition, the Committee makes a number of recommendations to improve health research and the education and training of NHS workers. The Committee also warns that restricting support and care to those with the highest levels of need will simply shunt costs into acute NHS care and undermines interventions to prevent and postpone the need for formal care and support.

Available in PDF, EPUB and Kindle. Book excerpt: Improving Writing and Thinking through Assessment is designed to help individual faculty and administrators select assessment approaches and measures to maximize their students’ writing and thinking. The book offers useful guidance, through presentation of recommended assessment guidelines and measurement principles in Part 1 and applications from a variety of contributors in Part 2. It addresses a wide range of audiences, including instructors who want to assess and thus foster writing and thinking in their courses, administrators and instructors planning to assess writing and thinking at the program or institutional level, and graduate students interested in improving students’ writing and critical thinking. This book is more guide than a “cookbook.” By providing comprehensive standards and criteria that help individuals or teams develop plans and measures to improve writing and thinking, the book should be helpful for academic and Student Affairs administrators and faculty - as the principles apply equally to all engaged in assessment. Contributors, representing a wide range of educators, illustrate many of the approaches and methods described in the theoretical section of the book using a variety of assessment strategies at both classroom and program levels. Readers will see how different types of institutions, both private and public as well as undergraduate and graduate, have designed assessment strategies and plans to gauge and enhance writing and thinking growth in the classroom and across programs. They candidly describe challenges encountered and solutions they adopted or suggest. These chapters reflect approaches and perspectives from various discourse communities – including writing program administrators, composition faculty, assessment professionals, and individual faculty representing several disciplines. The author argues the urgent need to develop strong writers and thinkers. She discusses challenges and obstacles, but underscores the necessity for more faculty involvement and institutional commitment. This book will help institutions and individual faculty design and implement sound, meaningful assessment strategies to foster effective writing and thinking that will both advance the goals of the institutional mission and meet faculty’s disciplinary objectives and scholarly concerns.

This book was released on 2011-04-05 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK's 347,000 kilometre network of sewers and 9,000 sewage treatment works fulfil the vital function of managing over 11 billion litres of waste water each day. Changing weather patterns and population growth are leading to increased volumes of waste water in some parts of the country. In coming years, there will be a need to construct new infrastructure to manage waste water. In particular, new infrastructure is needed in the River Thames area to cope with population growth and to meet the European Union's environmental requirements. But the draft National Policy Statement (NPS) on Waste Water needs radical improvement if it is to provide a valuable policy framework to guide decision-makers. The Committee criticise the draft National Policy Statement for focussing on two specific London projects, the Thames Tunnel and replacement of a sewage treatment works in North East London. They argue that it should set out a strong set of general principles for decision makers to apply to any waste water project once a specific application is made, rather than have site-specific sections. The Planning Act 2008's new regime for Nationally Significant Infrastructure (NSIPs) does not currently apply to the Thames Tunnel project-a surprising omission given that this multi-billion pound project is one of only two waste water projects likely to be of sufficient scale to come within the ambit of this NPS. The Government must rectify this urgently.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1991. Japanese attitudes to pollution and environmental protection were distinctly equivocal. The Japanese are a nature-loving people, yet they are responsible for widespread environmental destruction; Japan has some of the world’s strictest environmental quality standards, but the country also has some of the world’s most environmentally damaged areas. In this book the authors present a broad and detailed analysis of policy and process in Japan in the late twentieth century. Brendan Barrett and Riki Therivel, who both have extensive research experience in Japan, describe interest group participation in Japan’s environmental policy-making and give an historical review of the relationship between economic growth and environmental problems. They look at the framework for environmental policy-making and outline the system for environmental management. This is complemented by a discussion of Environmental Impact Assessment, and by live case studies of the practical realities of EIA in Japan. With environmental problems reaching global proportions, countries all over the world have much to learn from the experience of Japan, and the book will be extremely useful to national government officials, to local planning officers responsible for EIA, and to environmental consultants working for commercial and industrial companies. It will also be essential reading for students of geography, environmental studies, Japanese studies and planning economics.
