The analysis focuses on two determinants of competitiveness: trends in relative labour costs for 83 industries over the ten year period, 1966 to 1975; and trends in relative productivity for a selection of 33 manufacturing industries over an eight year period, 1967 to 1976.

Book excerpt: From the back cover: Canada can compete in international markets, but not, the authors contend, under the present national economic strategy. Policies that redistribute income and allocate resources through government fiat have weakended Canada's ability to transform its manufacturing sector to meet the new competititve challenges. D'Cruz and Fleck compare the performance of seventy-one Canadian industries from 1967 to 1981 with industries in Japan, the United States, Britain and France. To enhance the competitiveness of Canadian manufacturing, the authors propose a differential industrial strategy, one that emphasizes growth and development. Government, they say, must play a "hands-off" role in Canada's market economy, limiting itself to establishing the rules of the game. The authors recommend, in addition, macro-economic policies that would reduce the federal deficit, restrain wages for public servants, preserve low differentials between Canadian and American interest rates, and maintain the Canadian dollar at 70 cents U.S.

Available in PDF, EPUB and Kindle. Book excerpt: In this independent study, first published in 1981, economists Myron Gordon and David Fowler test the assertions made by both defenders and critics of multinational drug corporations. The pharamaceutical business in Canada is a classic example of a foreign-dominated manufacturing industry. Drug industry practices—such as the high cost of drug products, agressive marketing of drugs to doctors, inadequate testing of potentially dangerous substances, and excessive profits—have concerned both media and citizens in Canada. The Drug Industry is an analysis of a classic branch-plant business in Canada, offering recommendations for increased and closely-focussed government regulation.

Available in PDF, EPUB and Kindle. Book excerpt: The combined efforts of the World Peace Foundation, the C. D. Howe Research Institute, and the Centre Québécois de Relations Internationales have culminated in a comprehensive three-volume study of critical U.S.-Canadian resource issues. Motivated initially by the tensions of the mid-1970s and by U.S. concern about the actions of its major non-energy resource supplier, Canada, the study grew to examine bilateral resource issues from a long-term perspective. The first volume traces the background of the U.S.-Canadian resource connection, analyzes the evolution of resource policies and processes in the two countries, and introduces the domestic and bilateral policy issues that have emerged regarding natural resource development and trade. Contributors examine the possibility that Canada might seek to exploit its resource position by taking actions detrimental to U.S. interests. Volume II, Patterns and Trends in Resource Supplies and Policies, presents detailed case studies of nine specific resources of interest to both countries. Volume III, Perspectives, Prospects, and Policy Options, examines the resource sector from the perspectives of corporate investors, workers, and environmentalists and concludes with a review of policy options and prospects for the bilateral relationship.

Book excerpt: For readers who intend to read this volume without reading the first, some in troductory remarks are in orde{about the scope of the work and the strategy used in all five volumes to measure the quality of life. In the first chapter of Volume I, I reviewed the relevant recent literature on social indicators and so cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better off! To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec tively.

It provides method-based messages, a facilitator curriculum, and a veritable arsenal of 50 carefully selected and 'reality-tested' tools for facilitation in non-hierarchical contexts. As such, readers will benefit just as much from learning by doing as from doing by learning. This book is also intended for all managers who are responsible for successful communication and co-operation in projects in and across organisations or networks of organisations, and who want to know how to share their plans effectively and improve collaboration. Though the book employs scientific principles, it is chiefly a practical guide, and draws on the authors’ extensive experience in consultancy and management.

Book excerpt: From the back cover: The question of an industrial strategy for Canada has had a prominent place in Canadian debate for many years. Most recently, there have been several advocates for adoption in Canada of a strategy of "picking winners". This means identifying and providing government support to industries with a high growth potential. As a corollary, it means not providing support to industries deemed to be "non-winners"....Professor George has approached the question by undertaking an examination of Canadian experience to date along with an examination of the experiences several other countries have had with a strategy of targetting high-growth industries. He brings to light information Canadian policy makers should take into account if they contemplate adopting such a strategy for Canada.

Book excerpt: From the Executive Summary: The purpose of this study is to compare the levels of compensation, and the changes over time in those levels, in the public and private sectors. It is believed that this study makes a unique contribution to the public discussion by focusing on compensation comparisons for specific occupations in the public and private sectors and by distinguishing among the different levels of government and the various quasi-government agencies in the public sector. This report presents an analysis of the level of compensation for similar jobs in the public and private sectors as well as an investigation of the changes in salaries for positions that are unique to a particular sector. In addition to comparing annual salaries over time and hourly rates of pay as of mid-1978, the non-wage benefits in a number of public sectors and the private sector are studied.
