Available in PDF, EPUB and Kindle. Book excerpt: We as researchers should continuously ask how to improve the models we rely on to make financial decisions in terms of the planning, design, construction, and maintenance of roadways. This project presents an alternative tool that will supplement local decision making but maintain a full appreciation of the complexity and sophistication of today's regional model and local traffic impact study methodologies. This alternative method is tailored to the desires of local agencies, which requested a better, faster, and easier way to evaluate land uses and their impact on future traffic demands at the sub-area or project corridor levels. A particular emphasis was placed on scenario planning for currently undeveloped areas. The scenario planning tool was developed using actual land use and roadway information for the communities of Johnston and West Des Moines, Iowa. Both communities used the output from this process to make regular decisions regarding infrastructure investment, design, and land use planning. The City of Johnston case study included forecasting future traffic for the western portion of the city within a 2,600-acre area, which included 42 intersections. The City of West Des Moines case study included forecasting future traffic for the city's western growth area covering over 30,000 acres and 331 intersections. Both studies included forecasting a.m. and p.m. peak-hour traffic volumes based upon a variety of different land use scenarios. Both studies included forecasting a.m. and p.m. peak-hour traffic volumes based upon a variety of different land use scenarios. The tool developed took GIS-based parcel and roadway information, converted the data into a graphical spreadsheet tool, allowed the user to conduct trip generation, distribution, and assignment, and then to automatically convert the data into a Synchro roadway network which allows for capacity analysis and visualization. The operational delay outputs were converted back into GIS thematic format for contrast and further scenario planning. This project has laid the groundwork for improving both planning and civil transportation decision making at the sub-regional, super-project level.
Book Synopsis Transport Policy and the Environment by : Kenneth Button
Download or read book Transport Policy and the Environment written by Kenneth Button and published by Routledge. This book was released on 2013-11-05 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transport, in particular the motor vehicle, is a major source of environmental disruption and, in the developed world, accounts for thirty percent of energy consumption. In most countries, transport policy is a major government concern, yet it is rare for decisions to be made outside a narrow set of sectoral considerations. This book, commissioned by the OECD, looks at seven countries; the UK, the USA, West Germany, France, The Netherlands, Greece and Italy. Each case demonstrates, in different ways, the problems in transport policies produced by the failure is a consequence of departmental division: transport, the environment, the exchequer, etc. all have their own, quite separate ministries. Here, a group of economists have demonstrated both the folly of such partial ways of thinking and, in writing their critiques of specific disaster, have provided models for ways forward. Book excerpt: This synthesis report will be of interest to DOT administrators, supervisors, and staff, as well as to the consultants working with them in assessing the economic development impacts of existing or proposed transportation investments. Metropolitan Planning Organization regional and local staffs might also find it informative. It is intended to help practicing planners become aware of the range of methods and analysis techniques available, organized by the different categories of agency needs, to address different types of planning, policy, and research needs. This synthesis summarizes the current state of the practice by means of a survey of transportation planning agencies in the United States, Canada, and the United Kingdom. This report provides reviews of the analysis methods used in recent project and program evaluation reports of these agencies, in addition to a bibliography of economic literature and guides.
