Book excerpt: This executive summary presents the major findings and conclusions of the study, which examines the structure and appropriate mix of active and reserve forces. The study analyzes policy issues surrounding the Total Force (that is, active and reserve forces), to include history and effectiveness during the Persian Gulf War. It also evaluates several mixes of active and reserve forces assuming a range of manning and funding levels. With respect to land forces, the study estimated how long it took different types of units to prepare for combat, concluding that reserve support units were the most critical because they managed the overseas deployments, but the readiness of reserve combat units was the most controversial. The study estimated it would take 128 days to prepare a brigade-sized unit for combat. A number of techniques could reduce that time, but rounding out active units at a lower level (e.g., company or battalion) offered the greatest potential for saving time. The study contains detailed analyses of force structures for Army, Navy, Air Force and Marine Corps units. It also addresses the ability to sustain different reserve structures and ways to improve the readiness of reserve combat forces.

Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.

As hundreds of thousands of American troops were dispatched to the Middle East, the nation realized, seemingly for the first time, that the composition of its armed forces was far removed from any that the nation had previously sent to war. The deployment of unprecedented proportions of minorities and women and the prominent role of reserves and national guard troops aroused considerable interest, widespread debate, and some worry. The prospect that African Americans could bear a disproportionate share of military casualties generated a socially diverse debate that threatened to reopen old racial scars; the reality that American women were exposed to perils from which, by long and deep tradition, they had previously been shielded inspired calls for them to be admitted to combat specialties; and controversy surrounding the readiness of the Army's combat reserves led to an internecine struggle over the future shape of the U.S. Army. In this book, Martin Binkin addresses each of these issues in order to provide a better understanding of the composition of America's fighting forces, to prompt an assessment of attitudes toward who should fight in future wars, and to delineate the choices for influencing the social distribution of peril. Binkin argues that the time for public involvement is now, while the memories of the Persian Gulf conflict are still reasonably fresh and while a fundamental rethinking of the post-cold war military is under way.
