Book excerpt: Species introduced to the Great Lakes region through shipping, pet trade, and as biological control have caused significant environmental damages and increased costs to boat owners and various water-dependent industries. Once established, some of these species, such as Dreissenid mussels and Eurasian watermilfoil (Myriophyllum spicatum), use recreational boaters as their primary vector of dispersal. Control efforts in the past have focused on boater education efforts and boat washing stations and inspections, yet these can be expensive methods with limited effectiveness. In this study, I construct an invasion model based on a gravity model framework to accurately describe the spread of a simulated invasive species. After parameterization, the constructed model was able to effectively model the human-mediated movements of an invasive species based on historical Dreissenid spread patterns, predicting an average of 78.2% (standard deviation = 0.01%) lakes correctly per model run. I then use the model to attempt to determine the effectiveness of three different invasive species management scenarios in Michigan: deterring boaters from lakes with a high risk of invasion, targeted education at high-risk lakes, and a large-scale education effort. Results indicated that deterring boaters from high-risk lakes is effective in the first five years of an invasion, targeted education is more effective at late stages of an invasion, and large-scale education is effective at all stages of an invasion. Depending on management intensity, the average reduction in the number of invaded lakes ranged from 0.03 at the period of least reduction to 1.49 at the period of greatest reduction when deterring boaters; targeted education and large-scale education reduced the number of invaded lakes by 0.00-1.39 and 0.17-6.00, respectively. Though the management strategies modeled here are theoretical responses to management by recreational boaters, the potential costs of each management scenario in conjunction with these modeled results can inform recommendations to managers attempting to slow the spread and mitigate damages caused by aquatic invasive species.

It is thus generally beneficial, at the landscape scale, to apply eradication or containment controls early if not immediately upon discovery. However, an individual property owner only has incentives to consider the costs and benefits of control on his/her own property rather than potential landscape-scale damages. Bioinvasions will therefore generally be under-controlled in a landscape of independent owners operating under a laissez-faire system. A mechanism is thus needed to induce early cooperative contributions to control costs from beneficiaries who would, without them, be invaded later. We develop a spatially-explicit, integrated model of invasion spread and human behavior to examine how different degrees of spatial cooperation affect patterns of invasion spread and the total costs and damages imposed. We compare individual laissez-faire, cooperative control by adjacent neighbors, and cooperative control by groups including more distant but nearby neighbors. As expected, private laissez-faire control decisions tend to under-control the invasion relative to socially optimal control under most circumstances. But a reasonably high fraction of first best payoffs can be achieved with only a modest geographical reach of cooperation. We also find that less extensive cooperation is needed to control invasions whose costs and damages otherwise lead to the largest externalities (circumstances with costs that are relatively low compared with damages). This suggests that even small amounts of cooperation to control bioinvasions can provide large social benefits.

Invasion is often conceptualized as a series of stages (Transport, Introduction, Establishment, and Spread), which encourages ecologists to isolate factors that might enable a species to pass from one stage to another and therefore guide prevention or impact management. This thesis addresses each stage of invasion and attempts to determine where management might succeed in preventing invasion or minimizing impacts. The transport and introduction of aquatic invasive species (AIS) was analyzed by conducting a three tier human subjects survey at Tenmile Lake, Oregon over a two year period in which a public boat wash station was built and installed. Assessing boater knowledge of AIS and understanding proper boat cleaning procedure is useful in determining the threat of transport and introduction as overland boater movements is a major vector of AIS. The comparison between pre- and post- boat wash surveys indicate that there is a disconnect between what boaters say they will do and how they actually behave. While 75.9% of boaters from the pre-survey claimed they would use a boat wash station at Tenmile Lake, only 38.5% of post-survey boaters were observed using the station. Furthermore, the surveys identified knowledge gaps of boaters' awareness of AIS. More than 20.0% of boaters surveyed could not verbally name any AIS. To better understand the establishment and spread stages of invasion, I examined the influence of a specific AIS, the New Zealand mud snail (Potamopyrgus antipodarum; NZMS), on benthic food webs throughout three very different aquatic ecosystems (lakes, rivers, and estuaries). Samples of benthic lake, river, and estuarine invertebrates were collected, identified, and counted, and stable isotope analyses (SIA) were conducted on several components of the food web. NZMS densities were found to be dynamic, with population densities fluctuating over time and between locations. A significant negative relationship between NZMS density and community diversity across all ecosystems was found. However, the densities of specific feeding groups had varying positive (omnivores) and negative (herbivores) correlations with NZMS densities. Furthermore, SIA indicated that NZMS don't appear to be competing with native macroinvertebrates for the same food source. NZMS were found to have different influences on each invaded ecosystem, thus management of this particular AIS is difficult once established and spreading. The results of this thesis suggest that prevention of the transport and introduction of NZMS needs to be the focus for future management. Preventative management should include public outreach regarding AIS and proper boat cleaning procedure, and management should also emphasize the need for regional policies and regulations on the transport of AIS rather than site or state specific policies and regulations.

Book excerpt: Due to recent recognition that ballast water is playing an important role in the spread of invasive species within the Great Lakes, there has been increasing interest in implementing management strategies that include a secondary spread component for ballast discharge. Using ballast water data for ships visiting U.S. ports in the Great Lakes, I created a dynamic spatial model to simulate the spread of invasive species based on recent shipping patterns. My goal in producing this model was to provide information to natural resource managers, scientists, and policy-makers to help effectively regulate invasive species issues. In testing the model, I determined that including the number of discharging ship visits that a location receives from previously infested areas and the ability of an organism to survive in the ballast tank were important in more accurately identifying the past spread of the fish virus, viral hemorrhagic septicemia virus (VHSV), zebra mussel (Dreissena polymorpha), and Eurasian Ruffe (Gymnocephalus cernuus), than discharge location alone. I also included and tested a localized spread distance that simulated the dispersal of an invasive species upon being discharged at a location. I first applied the model to identify if ballast water played a role in the secondary spread of VHSV. Results indicated that ballast water movement has contributed to the spread of VHSV in the Great Lakes, albeit it is not the only vector of secondary spread. However, ballast water management would be an important part of any plan in preventing the future spread of VHSV in an ecosystem. Next, I applied the model to predict the future spread of Eurasian Ruffe, which already occurs in the Great Lakes, and two species that do not, golden mussel (Limnoperna fortune) and killer shrimp (Dikerogammerus villosus). The results of the prediction models are intended to be used to help direct early detection monitoring efforts. The Eurasian Ruffe results are currently being used by The Nature Conservancy in their eDNA monitoring efforts, and have led to the positive detection of ruffe eDNA in a location where ruffe has previously not been detected. Finally, I applied the model to identify potentially "safe" ballast water exchange (BWE) sites in Lake Michigan. The purpose of this exercise was to locate mid-lake sites where ships could exchange and flush their ballast tanks, so as to reduce the probability that species are able to survive and establish new populations in the Great Lakes. Potential BWE sites were identified by inputting the results of Lake Michigan circulation models into the ballast water model to determine which sites led to no or minimal spread throughout the Great Lakes. Results of model applications have led to specific predictions for species and management scenarios identified by invasive species managers that have previously not been made for ballast water management in the Great Lakes before.

The Fox River Navigational System Authority (FRNSA) manages 17 locks in the Fox River; and initiated AIS monitoring effort in 2006. The findings of this effort necessitated the expansion of monitoring to include early detection surveys in a potential invasion front in this system, Lake Winnebago. UWGB AIS monitoring resulted in WDNR confirmation of the first live spiny waterflea detection in Lake Winnebago. Monitoring systems for AIS require constant adaptation of methods and detection goals as species distributions change. The apparent spread of non-native species has prompted UWGB development of a conceptual plan. Presented in Unit 2, the strategic framework contains species watchlists and methods for an adaptive system wide aquatic invasive species action plan. Through review of early detection management, strategic plans, techniques, protocols, and incorporation of current management, the purpose is to increase accessibility for coordination of future management efforts in the region.
