Book excerpt: This independent evaluation of the IMF’s role and performance in the determination and use of aid to low-income countries in sub-Saharan Africa is presented at a ground-level view. Country performance has improved in many sub-Saharan Africa countries over the period, and the report details the role of the IMF’s programs, as well as perceptions of that role. The report is an important contribution to following through on the IMF’s commitment to its Poverty Reduction Strategy and makes three main recommendations for improving the coherence—actual and perceived—of the IMF’s policies and actions relating to aid to sub-Saharan Africa going forward.

Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses Ethiopia’s 2002 Article IV Consultation and Third Review Under the Poverty Reduction and Growth Facility (PRGF) Arrangement. Performance under the first annual PRGF-supported program was good, and the second annual program remains on track. All the quantitative and structural performance criteria and benchmarks for December 2001 and March 2002 were met, with the exception of the revised regulation for the provisioning by banks for nonperforming loans, which was adopted, but was not fully in line with international best practice, as had been envisaged.

Download or read book Evaluation of the IMF's Role in Poverty Reduction Strategy Papers and the Poverty Reduction and Growth Facility written by Mr.Alex Segura-Ubiergo and published by International Monetary Fund. This book was released on 2004-09-30 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1999, the IMF and the World Bank adopted a new frame work for supporting economic reform in low-income member countries to achieve the objectives of poverty reduction and economic growth. The frame work consists of two key elements: country-authored Poverty Reduction Strategy Papers, drawing on broad-based consultations with key stake holder groups; and a vehicle for the provision of IMF concessional lending, the Poverty Reduction andGrowth Facility. This evaluation takes stock of progress to date and attempts to identify short comings that may require course corrections in the design and implementation of the initiative.
Book Synopsis How Useful Are Benefit Incidence Analyses of Public Education and Health Spending by : Sawitree S. Asawanuchit
Download or read book How Useful Are Benefit Incidence Analyses of Public Education and Health Spending written by Sawitree S. Asawanuchit and published by International Monetary Fund. This book was released on 2003-11-01 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper provides a primer on benefit incidence analysis (BIA) for macroeconomists and a new data set on the benefit incidence of education and health spending covering 56 countries over 1960-2000, representing a significant improvement in quality and coverage over existing compilations. The paper demonstrates the usefulness of BIA in two dimensions. First, the paper finds, among other things, that overall education and health spending are poorly targeted; benefits from primary education and primary health care go disproportionately to the middle class, particularly in sub-Saharan Africa, HIPCs and transition economies; but targeting has improved in the 1990s. Second, simple measures of association show that countries with a more propoor incidence of education and health spending tend to have better education and health outcomes, good governance, high per capita income, and wider accessibility to information. The paper explores policy implications of these findings.
Book Synopsis Social Impact of a Tax Reform by : Stanley Sang-Wook Cho
Download or read book Social Impact of a Tax Reform written by Stanley Sang-Wook Cho and published by International Monetary Fund. This book was released on 2003-11-01 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper provides an assessment of the poverty and social impact of replacing Ethiopia's sales tax with a value-added tax (VAT). The results indicate that this reform has not had a major adverse effect on the poorest 40 percent of the population. The VAT is progressive in its incidence, and the higher revenues brought about by the VAT can provide additional funds for poverty-reducing spending, including primary education. At the same time, there is significant scope for making education spending more pro-poor by increasing the access of low-income households to schools.
Book Synopsis Subsidy Reform in the Middle East and North Africa by : Mr.Carlo A Sdralevich
Download or read book Subsidy Reform in the Middle East and North Africa written by Mr.Carlo A Sdralevich and published by International Monetary Fund. This book was released on 2014-07-09 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.
