This book was released on 2003 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic costs of natural hazards are escalating. Rising population in high-risk areas and our increasingly complex infrastructure further increase potential losses. The largest amount of federal funding supports research on weather hazards¾especially short-term prediction¾with comparatively little research on long-term loss reduction approaches that improve the resilience of communities and infrastructure. Improving loss data and modeling and a establishing more thoughtful framework for the role of research would help policymakers formulate a more productive hazard loss reduction strategy.

This book was released on 2013-02-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. In several sections, job aids containing supplemental material are provided. The job aids for each section can be found at the end of the section. At the front of each section, there is a detailed table of contents to help you locate specific information.

Available in PDF, EPUB and Kindle. Book excerpt: Severe thunderstorms and tornadoes affect communities across the U.S. every year, causing fatalities, destroying property and crops, and disrupting businesses. Tornadoes are the most destructive products of severe thunderstorms. Damages from violent tornadoes seem to be increasing, similar to the trend for other natural hazards in part due to changing population, demographics, and more weather-sensitive infrastructure and some analysts indicate that losses of $1 billion or more from single tornado events are becoming more frequent. Insurance industry analysts state that tornadoes, severe thunderstorms, and related weather events have caused nearly 57%, on average, of all insured catastrophe losses in the U.S. in any given year since 1953. Contents of this report: (1) Overview; (2) Issues for Congress: A Focus on Local Warnings and Forecasts for the National Weather Service; Mitigation: The National Windstorm Impact Reduction Program; Reauthorizing the National Windstorm Impact Reduction Program; Climate Change and Severe Weather: The April and May 2011 Tornados: A Link to Climate Change?; Other Factors Contributing to Risk From Tornadoes; Forecasting and Warning: The Role of the National Weather Service; Summary and Conclusions; Appendix: Risk from Severe Thunderstorms and Tornadoes. Available in PDF, EPUB and Kindle. Book excerpt: The Hartwell Approach to Climate Policy presents a powerful critique of mainstream climate change policies and details a set of pragmatic alternatives based on the Hartwell Group’s collective writings from 1988-2010. Drawing on a rich history of heterodox but increasingly accepted views on climate change policy, this book brings together in a single volume a series of key, related texts that define the ‘Hartwell critique’ of conventional climate change policies and the ‘Hartwell approach’ to building more inclusive, pragmatic alternatives. This book tells of the story of how and why conventional climate policy has failed and, drawing from lessons learned, how it can be renovated. It does so by weaving together three strands of analysis. First, it highlights why the mainstream approach, as embodied by the Kyoto Protocol, has failed to produce real world reductions in greenhouse gas emissions and delayed real meaningful progress on climate change. Second, it explores the underlying political, economic, and technological factors which form the boundary conditions for climate change policy but which are often ignored by policy makers and advocates. Finally, it lays out a novel approach to climate change guided centrally by the goal of uplifting human dignity worldwide—and the recognition that this can only succeed if pursued pragmatically, economically, and with democratic legitimacy. With contributions from leading scholars in the field, this work presents a original critique of climate policy and a constructive primer for how to improve it.

Book excerpt: Landslides occur in all geographic regions of the nation in response to a wide range of conditions and triggering processes that include storms, earthquakes, and human activities. Landslides in the United States result in an estimated average of 25 to 50 deaths annually and cost $1 to 3 billion per year. In addition to direct losses, landslides also cause significant environmental damage and societal disruption. Partnerships for Reducing Landslide Risk reviews the U.S. Geological Survey's (USGS)National Landslide Hazards Mitigation Strategy, which was created in response to a congressional directive for a national approach to reducing losses from landslides. Components of the strategy include basic research activities, improved public policy measures, and enhanced mitigation of landslides. This report commends the USGS for creating a national approach based on partnerships with federal, state, local, and non-governmental entities, and finds that the plan components are the essential elements of a national strategy. Partnerships for Reducing Landslide Risk recommends that the plan should promote the use of risk analysis techniques, and should play a vital role in evaluating methods, setting standards, and advancing procedures and guidelines for landslide hazard maps and assessments. This report suggests that substantially increased funding will be required to implement a national landslide mitigation program, and that as part of a 10-year program the funding mix should transition from research and guideline development to partnership-based implementation of loss reduction measures.
