Book excerpt: Aegis is a highly integrated U.S. Navy combat system with anti-air warfare, ballistic missile defense, surface, subsurface, and strike roles that is currently operating on 84 ships. To reduce the costs of maintaining the system, and to take advantage of rapidly evolving commercial computing technology, the Navy is moving Aegis toward open-architecture software, a common source code library, and commercial, off-the-shelf processors. As it moves forward in implementing its integrated weapon system (IWS) model for the development, integration, and testing of upgrades to the Aegis weapon system, the Navy must consider the impact of this plan on Aegis facilities, personnel, and timelines. Of particular concern are the effects of new modernization and fielding rates on the technical infrastructure of the Aegis fleet. This report examines the potential benefits of the IWS model and the challenges associated with the transition from the Navy's legacy model for Aegis acquisition and development. It examines the pace of upgrades to both hardware and software and the speed with which they spread throughout the fleet. Finally, it proposes an upgrade schedule that offsets software (advanced capability builds) and hardware (technology insertions) to maximize the Navy's benefit from commercial industry's technology replacement cycle and ensure value for fixed development and testing budgets.

The objective of this research is to analyze the AEGIS and Ship Self Defense System (SSDS) track management systems to determine potential operational benefits that could be realized through the application of an OA approach to system design. Through an application of a knowledge value-added (KVA) methodology, knowledge assets inherent in the core processes of a system can be identified, quantified, and subsequently valued. The methodology provides a return on knowledge or ROK (a ratio which measures the knowledge assets resident in a system). This commonality can then be used in the assessment of multiple systems within a common domain. This thesis will model the current track management processes found within the AEGIS and SSDS platforms and apply the KVA methodology to them to determine an "As Is" process performance baseline. The processes for the current systems will be derived from process flow diagrams, use-case diagrams, interviews with subject matter experts, and a literature review of pertinent documents. The resulting ROK will be analyzed from an operational perspective with respect to a "To Be" process generated from an OA design. Both the "As Is" and "To Be" process analysis will be conducted utilizing the "learning time" approach to KVA. The core elements of time-to-learn, number of personnel involved, and times fired will produce a ratio of the performance of knowledge assets in each process.

Book excerpt: From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises.
