Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

Book excerpt: In this study, we have carried out an empirical investigation on the potential differences in school performance between pupils attending public schools and those attending private schools in the most densely populated region of Italy (Lombardy), employing a new dataset of about 77,000 students in the final or fifth year (grade 5) of around 1,000 schools. This is the first study to be carried out on the effects of private schooling in primary education in Italy. Our analysis uses an Instrumental Variables (IV) methodology to test the effectiveness of the voucher plan implemented by the regional government - the Region. The results show that, on average, there is no statistically significant “private school effect”. However, when exploring the potential heterogeneity of such effect, we did find that attending a private school is associated with higher performance in standardized test scores for two categories of pupils: immigrants and those from a relatively disadvantaged socio-economic background. From a policy perspective, we believe that private schools at primary level can serve disadvantaged pupils better and so help to improve equal opportunities throughout the entire educational system. These results challenge previous evidence about the role of private schooling in the Italian educational system.

Successful experimental programs have not been replicated. Middle school students need more guidance. There is discontinuity in the curriculum of the upper secondary school. The general education curriculum is too rigid. Elementary and secondary teachers should not be trained separately; universities should be made responsible for all teacher education. Possible remedies to drawbacks of Italy's open access to higher education include the introduction of a two-year diploma and the creation of short-cycle vocational courses. (RM)

We make no claim to portray the European primary school at the end of the twentieth or at the beginning of the twenty-first century. We shall do no more than analyse existing achievements and experiments based on research in the associated fields of education, psychology and sociology and from this analysis extrapolate a series of forecasts based on objective factors of a social and intellectual nature, offering realistic hypotheses for the future. Our aim is to provide sound guidelines for those who are to build a better future for our children.
