Rosario de Vicente Martínez es catedrática de Derecho penal en la Facultad de Derecho de la Universidad de Castilla-La Mancha. Ha realizado diversas estancias de investigación en el Institut für Kriminologie und Wirtschaftsstrafrecht de la Universidad de Freiburg y en la Universidad de Bayreuth. Es autora de numerosas publicaciones, entre las que destacan las dedicadas al Derecho penal de la seguridad vial.
