Prognoses of the West’s imminent demise have been countered by those arguing for its continued relevance, or those arguing that while the West will survive its nature, and the balance of power between its constituent units, is transforming. This book argues that understanding contemporary developments requires subjecting the very idea of the West to critical scrutiny and in particular asking what kind of concept it actually is. Locating the West as a discursive concept the book argues attempts to save, fix or reclaim the meaning of the West are illustrative of political agendas rather than indicative of accurate claims about the essential nature of the West. In contrast, the book argues that as a concept the West is impregnated with various discursive legacies, the most embedded of which are those of a civilisational, modern and political West. However, while attempts to define the West’s essence are therefore doomed to fail, given the concept’s historical and discursive flexibility, such attempts reaffirm the legitimising role which claims to the West continue to perform. Beyond this, the book challenges traditional genealogies of the West, which overwhelmingly depict the West as an inside-out concept. In contrast, the book argues that historically outsiders have played an important role in defining the nature of the West and constituting it as a political subject; processes that remain evident today. This book will particularly interest students of critical security studies, critical geopolitics, European politics, American politics and IR theory.

Book excerpt: The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). NAPSIPAG is the only non-West governance research network presently located at Jawaharlal Nehru University, New Delhi after having shifted from its original location at INTAN (Government of Malaysia) at Kuala Lumpur in 2009. ‘Implementation’ is a less understood but a much debated area of governance research. It requires micro-level analysis of government agencies, service delivery departments and stakeholders on one hand and its national and global policy level connections on the other. Implementation studies are above disciplinary divides and subsequent disjunctions which inhibit explorations on policy downslides or failures. The studies relate to the new initiatives which governments across the region have undertaken to reach out to the MDG targets agreed upon in 2000. The focus of analysis is the policy framework, local capacities of both the government agencies and people in drawing partnerships with relevant expert groups, ability to bring transparency and accountability measures in transactions for cost-effective results, leadership and sustainability dimensions which influence the functioning of local agencies. The book is especially important in the background of 15 voluminous Administrative Reforms Commission Reports accumulating dust in India and similar efforts lying unattended in many other countries of this region as well. The starting point for Ang's discussion is the experience of visiting Taiwan. Ang, a person of Chinese descent, born in Indonesia and raised in the Netherlands, found herself "faced with an almost insurmountable difficulty" - surrounded by people who expected her to speak to them in Chinese. She writes: "It was the beginning of an almost decade-long engagement with the predicaments of `Chineseness' in diaspora. In Taiwan I was different because I couldn't speak Chinese; in the West I was different because I looked Chinese". From this autobiographical beginning, Ang goes on to reflect upon tensions between `Asia' and `the West' at a national and global level, and to consider the disparate meanings of `Chineseness' in the contemporary world. She offers a critique of the increasingly aggressive construction of a global Chineseness, and challenges Western tendencies to equate `Chinese' with `Asian' identity. Ang then turns to `the West', exploring the paradox of Australia's identity as a `Western' country in the Asian region, and tracing Australia's uneasy relationship with its Asian neighbours, from the White Australia policy to contemporary multicultural society.
